There can be no doubt as to the propriety of ___ Smiths taking command under present circumstances and I conceive it to be his duty so to do. To take all the necessary measures which are authorised by law for the defence of Baltimore and I am certainly ready to invest Genl. Smith with (any powers) for that purpose, which I am in any (way authorised) to do. The law has given to Genl. ___ the power of calling out the militia, of ___, and requiring aid from a neighbour ____. I will do everything in my power ___ arms and ammunition and such other tules as are authourised. I wish you luck ___ as to the power with which I wish Genl. Smith to be invested for I can only do such Honour any power which I am authorise to invest Genl.
