December 11th IQ'61, Mr. Roy Wilkins, ..ssistant secretary, National Association for the Advancement of Colored People, New York City. Dear Mr. lilkins - I received your telegram of Decenber 5th on my return after several days absence from Annapolis. The State authorities are taking all measures they can take to apprehend the perpetrators of the Williams lynching. I enclose you editorial from this morn-inn's Baltimore 3un, sumaarizing tho situation so far as the steps 1 am taking in the matter are concerned. I also enclose you copy of letter I have received on the subject from a representative of the colorea citizens of Chicago* Very truly yours, R-E GOVERNOR.
