You will do me the favour to order all the negroes, fit to work, to parade on Chinquepin hill with all the wheel-barrows, spades and pick-axes that can be procured, to commence work without delay - it may be well to employ the constables, or other proper persons, to oversee them while at work each will have his Squad - Enrole their names and compel them to return to the work from their meals. Negroes employed at the Livery Stables where many of the cavalry are kept ought to be excused. S.
