86 Complaint from Republican Headquarters. At 2 P.M. a communication, as follows, was received by messenger:- "Baltimore, Md., November 4, 1902. To The Memorable, The Board of Police Commissioners, of Baltimore City. Gent1eraenj- Infornation has reached us which we believe to be reliable, that it is the purpose of the "Democratic Organization" to have the Third Congressional District "roughed" this afternoon. Whilst we cannot believe that this be true, still "to be forewarned is to be forearmed". Therefore, we demand of you that ample and full protection be given all voters in that Congression al District, and this attempt at lawlessness and intimidation, if such it be, be suppressed by your department, and at once. Very respectfully, (signed)--P.L.Goldsborough, Chairman of the Republican State Central Committee. (signed)---Stephen R.Mason, Chairman of the Republican City Committee. The Marshal was called before the Board immediately, given the letter above referred to and instructed to go at once to see Chairman Goldsborough and ask Mr. Goldsborough to give him specific information as to when and where roughing to which he alludes was expected, etc. , in order that the department might act promptly and intelligenely in the premises. The Marshal returned shortly with report that Mr. Goldsborough had told him that he, Mr. Goldsborough, had no knowledge as to whether the reports made to him were true or not; that he had been informed that roughing was contemplated and so wrote the Board. The Marshal was then directed to return to the Republican Headquarters and ask Mr. Goldsborough to cone before the Board that the Board might elecit from him, Mr. Goldsborough, whatever information of a specific character he possessed on the subject. In the meantime the Marshal was instructed to detail at least one hundred officers to report to Captain McGee, of the Eastern District; the distribution of this detail to be made by that Captain among the Second, Third and Fifty -.Yards.
