| Abolishment of Bicycle Squad Druid Hill Park Inauguration of Squad Mounted on Horse. Recommendation, as follows, bearing the approval of the Marshal, under date of February 2,1903, was received:- "MOUNTED SERVICE, JANUARY 27, 1903. Thomas P. Parnan, Marshal of Police. Sir:- I respectfully recommend the appointment of one Mounted Sergeant and two Mounted Officers for duty in Druid Hill Park, to replace the Bicycle Sergeant and four bicycle Officers on duty there at present. These three Mounted Officers can give far more satisfactory results in stopping fast driving and runaway teams, than the five Bicycle Officers, because it has been proven beyond a doubt that it is next to impossible for a man on a Bicycle to stop a runaway horse. It will also allow the Captain of the Northern District two more men whom he can use to much better advantage by placing them on foot, one in Remington and the other one in Hampden, where they are badly needed. I append a list which will show where they can be utilized. Very respectfully, BERNARD J. WARD, Captain David P. McClelland, Lieutenant." The Board approved the recommendation as to the establishment of Squad mounted on horse for duty in Druid Hill Park to supersede Bicycle Squad, but ordered that the said Mounted Squad shall consist of one sergeant and three men, and that Sergeant Dunn, now in charge of the Bicycle Squad shall be mounted on horse and be in charge of the Mounted Squad for Druid Hill Park, as before referred to. The establishment of the Mounted Squad to take effect as soon as the necessary equipment can be provided for same. (See recommendation filed as Exhibit No. 937.) W. H. A communication, as follows, was received and ordered referred to the Marshal for an expression of his opinion in the matter referred to:- Pebruary 2, 1903. Board of Police Commissioners, City. We would like information regarding bicycle police. Up to last season there were a number of them on the asphalt thoroughfares doing notably effective service. Our attention was called to efficient work hundreds of times and we understood at one time their number was to be increased. Their importance in clearing the streets of children, restraining fast drivers etc., is more appreciated since this |
