This part of voucher 72, for 240 dollars, was, therefore, improperly charged to the United States, and, accordingly, disallowed. In this man's account, amounting to S 1,105 95, there are charges for payments to sundry persons, amounting to g 534 99, for which there are no bills or receipts produced. The amount was, therefore, disallowed. The account of Captain Bunbury is for seamen's wages on board the galley Vigilant. The men were paid at the rate of 8 15 per month, amounting to S 667 13. The allowance made by the Secretary of War was at the rate of g 8 per month, the pay of a private soldier. The difference between the rate paid and the ""r-j rate allowed being g 280 81, that sum was deducted. o His account against the galley Vigilant, amounting to this sum, being for payments to otlicers and seamen, but for which there are 5^ no receipts produced from the individuals to whom the payments ? were made, nor is the time or rate of service stated, or number w ol men employed. The whole amount of the account was, there- • fore, disallowed. His account for payment of men on board the launches at the Lazaretto, paid at the rate of S 5 per week, amounting to S313. Under the decision of the Secretary of War an allowance of g 8 per month was made, and the difference, g 193 86, accordingly deducted.
