| [Doc. No. 89.] 35 There was a very large quantity of gunpowder in the city Magazine, which might have been fired by bombs, or malicious persons. An accident to it would have been attended witli fatal consequences, independent of its loss at that time. I deemed it. therefore, indispensably necessary to remove it to a public Magazine, at Towson's, seven miles from the city. Its removal, the necessary repairs to make the Magazine secure, attendance of the keeper when it was delivered, and a superintendent to take charge of it at Towson's, were all charges that could not be avoided. The measure was precautionary, and obviously necessary: and I trust the charges will be allowed, to wit: to the amount of eight hundred and twenty-four dollars and two cents. S.
