POLITICS SHIFTED (Continued from Page 1.) nation is strongly in favor of the adoption of the treaty, and that party which delays its adoption will have to reckon with the people in the coming contest The list of Presidential possibilities includes President Wilson, "William Jennings Bryan, Secretary Daniels, Attorney-General Palmer, former Secretary McAdoo, Governor Cox, of Ohio; James W. Gerard, former Ambassador to Germany; Champ Clark, of Missouri, former Speaker of the House; Governor Cornwell, West Vrgnia; and Senators Hitchcock, of Nebraska; Pomerene, of Ohio; Underwood, of Alabama, and Owen, of Oklahoma. Other names will no dougt be included in this list as the campaign progresses. In the Republican list of possibilities is included General Wood, former President Taft, S< nator Lodge, of Massachusetts; Governor Lowden, of Illinois; Senator Johnson, of California; Senator Harding, of Ohio; and Governor Coolidge, of Massachusetts. There is also considerable comment in the press concerning the nomination of General Pershing and Herbert Hoov er, but neither has up to this time avowed his candidacy, nor his party affiliation. (Continued from Page 1.) gravest character for a great committee of this House to bring before this body in an official report allegations attacking the integrity of business firms without specifying the firm they would attack or the employes or rep resentatives of the Government Who they charge, if they would dare charge, have been guilty of fraud." After an exhaustive discussion of the report, Mr. Garrett accused the Republicans of conducting the entire investigation not to attack the officers in Prance, but merely to criticize the President of the United States and Secretary of War. "Criticize the President' of the United States? Why, that is characteristic," exclaimed Mr. Garrett. "Did it ever occur to you that since the Republican party came into existence there have been five Democratic Presidents elected by the United States? One of them the Republicans themselves nominated and elected as Vice-President (Andrew Johnson), and he became President by reason of the death of the great Lincoln, and they impeached and sought to oust him from office. The next one (Tilden), who was elected by the people, they stole it from. The other three they have slandered while living and traduced while dead. We had an instance of that a few months ago when an effort was made to set aside a little plot of ground upon which to erect a monument to President Buchanan. "Criticizing the President of the United States? Why, he is accustomed to it. There have been Republican ex pressions of criticism in club rooms and cloak rooms and drawing rooms the street compared to which is of the ga-ttersnipes are gracious compliments. But criticism is not all, Mr. Speaker. Offensive curiosity and malignant hope forced a way into the sick chamber of the President under a pretense of performing public business, ^though every man knows, and the President himself knew, that the visitor went there for an inquisition of lunacy with an order to return the writ within 48 hours. "And how disappointing it must have been for him to meet there a mind clear, untouched; a vision that still looked into the far future unclouded; and a will unbent, though he had suffered temporary defeat in his master-fuleffort for bringing about the peace of the world and stanching the flow of the blood of mankind. And now the President has added insult to injury by walking." Referring to the fact that "in every war of consequence in which this country has been engaged except one, the Secretary of War was a Democrat," Mr. Garrett called attention to the things that occurred when a Republican Secretary of War, Horatio- Alger, was in charge, but added: "I disdain to make any intimation' as to things that occurred during that administration as charging Mr. Alger with re-spons-'bility. No man of sense would think for a single moment that he or the great and kindly McKinley was in any sort of way responsible for the food that was fed to the soldiers of this country in that war, and there is no political advantage to be obtained from it and none was obtained. And I tell you, gentlemen, how you will derive none from this constant nagging." Mr. Garrett said \e was willing to let the record speak for itself and then quoted this sentence from the concluding paragraph of the report of General Pershing in which he said: "In closing this report, Mr. Secretary, I desire to record my deep appreciation of the unqualified support accorded me throughout the war by the President and yourself. My task was simplified by, your confidence and wise counsel." Mr. Garrett closed with one of the most dramatic perorations heard in the House in recent years. He said: "I resent the imputation of fraud contained in this report; I resent it in the name of my party, one of whose mem* bers happens to have been Secretary ot War throughout these grueling years. I resent it in the name of friends in that department, men of different political faith with whom I have come in contact, in whose integrity I have confidence. I resent it in the name of the living million soldiers. I resent it in the name of the mothers of the soldiers who died in Prance and who 'have their place in the warriors' heaven.' Tou shall not, at least without my earnest protest and my feeble dispute, cause those grieved souls and bruised hearts to suffer more by untruthfully alleging that the administration under which they fought for their country was shot through with fraud. I challenge that statement and demand the proof." It may not be any extenuation of the course of the Republicans, but it' is a fact that under similar circumstances the Democrats have led the attack, though admittedly without political advantage. But the speech of Representative Garrett may be considered the typical Democratic viewpoint at present in reply to the charges of fraud which the House committees have been investigating for the 'last six months.
