THE PEACE TREATY.

If the Peace Conference at Versailles had been made up of such a body of men as now constitute the United States Senate it is doubtful whether a treaty of peace would ever have been agreed upon. That there were many conflicting interests there, is a well known fact, but tne delegates took a states-menlike view of tne situation, composed their difference and in a comparatively short time agreed upon a treaty that, in the main, is satisfactory to the wnole world. The treaty, as finally signed, was no doubt not entirely to President Wilson's liking, but he secured all the concessions he could for the welfare of America and of mankind generally, and in the opinion of disinterested observers everywhere he brought back to the United States the very best treaty that it was possible to sjecure under the circumstances. If men like Senators Lodge, Borah, Johnson, Reed and others who are now standing in the way of the treaty's ratification, had been sent to the Peace Conference, as the representatives ot the United States, they would undoubtedly have come home empty-handed. The nations of the world would never have agreed to their program, if it may be dignified as such.
The American people today want immediate ratification of the peace treaty. They want the United States to join the Society of Nations and not be an outcast. They want the United States to be the great moral leader of the world, as it undoubtedly will be when the Senate permits it to join the League of Nations.
The President has repeatedly said that he would not object to the Senate's approval of the treaty, accompanied by reasonable interpretative resolutions, but he will not stand for its emasculation. If the Senate does not soon get together and pass the treaty, with or without reservations, it will undoubtedly be the paramount issue in the 1920 Presidential campaign, and it it is made such an issue we confidently believe that President Wilson's course will be overwhelmingly approved by the American people.

RUSSELL L. PARCELL,
IN THE CIRCUIT COURT FOR BALTIMORE COUNTY, IN EQUITY.
The object of this suit is to procure a divorce a Vinculo Matrimonii and the care and custody of the minor child, Beatrice, by the plaintiff, from the defendant.
The bill states that the parties were married on the 4th day of January, 1902, and that they resided together until the 12th day of January, 1917. That the plaintiff has been a resident of the State of Maryland, for more than two years preceding the filing of her bill of complaint, while the defendant, Russell L, Parcell, is a non-resident of the State of Maryland, and was last heard from in Akron, Ohio. That there is one child as issue of said marriage, viz., Beatrice, age 14 years-.
That, though the conduct of your oratrix toward her husband, the said Russell L. Parcell, has always been kind, chaste and above reproach, he, the said Russell L. Parcell, has, without any just cause or reason abandoned and deaierted her and has declared his intentions to live with her no longer; that said abandonment has continued uninterruptedly for at least three years, is deliberate and final, and the separation of the parties is beyond any reasonable hope of reconciliation.
IT IS THEREUPON ORDERED BY THE CIRCUIT COURT FOR BALTIMORE COUNTY, IN EQUITY, This 23rd day of January, 1920, that the plaintiff by causing a copy of this Order to be inserted in some weekly newspaper published in Baltimore County, once in each of four successive weeks before the 23rd day of February, 1920, give notice to the said absent defendant, Russell L. Parcell, of the object and substance of this bill and warn him to appear in this Court in perslon or by solicitor
