More moonshine nights nowadays than the Old Farmers Almanac calls for. They call this a "questioning age," but it is reported difficult to find census enumerators. It is denied that Congress has done nothing, as both parties have been fully occupied passing the buck. The Y. W. C. A. is agitating against tight fitting shoes. No progress is reported among the loose fitting brains element. Case reported of a man who drank "home brew," and then rang in a fire alarm. In most cases they call for the ambulance. The fact that a man can handle a very heavy bowling alley ball, does not prove that he is able to swing a very light bucksaw. ADEQUATE PROVISION SHOULD BE MADE FOR NEW SCHOOL HOUSES. Elsewhere in this issue will be found a letter sent by Congressman Benson to Superintendent of Schools Cook, relative to making provision for the building of new school houses, and additions to old school houses in Baltimore county during the next two years. Superintendent Cook, after a careful survey of the situation, has reached the conclusion that a minimum appropriation of $500,000.00 will be required to meet the present needs of the County school system, and Congressman Benson has suggested to the County's representatives in the General Assembly that a bill be passed authorizing the County Commissioners to secure a loan for this amount, .limited to a period of five years, and tiat provision be made for the retirement of the loan by direct taxation during that period. This will mean an addition of approximately 11 cents to the tax rate for the next five years. Baltimore county at this time is sorely in need of new and enlarged school houses. The present school houses are all taxed to their capacity, and in many places the attendance is so congested that unless some provision is made in the near future for more school room serious results will inevitably follow. This condition, of course, is in no way due to mismanagement on the part of the School Board, but is a natural condition, due to the increase in population. The building of new school houses during the past two or three years has wisely been postponed by the School Board, owing to war conditions, and the ennexation problem. We feel convinced that Superintendent Cook's survey of the school situation is a correct one, and that the minimum appropriation he recommends should be provided for by this Legislature. And we further feel that Mr. Benson's suggestion to provide for a loan of $500,006.00, extending over a period of five years, one-fifth thereof to be paid off annually by direct taxation, is a wise one and should be adopted. It is too much of a burden for the taxpayers to carry over a shorter period than five years, and a longer term indebtedness would be undesirable. Governor Ritchie is showing every Indication of becoming a real Governor Of Maryland. He is taking the lead in shaping up legislation to redeem the Democratic platform pledges and he appears to have the united support of his party behind him. Wednesday afternoon he held a conference with the Roads and Highways Committees!, of both houses, together with the Finance Committee of the Senate and the Ways and Means Committee of the House, for the purpose of going over the good roads situation and framing up legislation to redeem his party's pledges on this sjubject. Besides the Senate and House committees, he also invited Chairman Zouck, of the State Roads Commission; Motor Vehicle Commissioner Baughman, Dr. A. F. Woods and Dr. T. B. Symons, of the Maryland State College of Agriculture, as well as other State officials, so as' to get all the light possible upon the subject of good roads. He realizes the importance of good roads to all the people of the State, and the way he has set out to get good roads is bound to produce satisfactory results. He has also given considerable time and thought to the subject of public education, and is determined during his administration to establish a thoroughly modern and adequ%|$r. educational system, from elementary school to university. He wants to open the door of opportunity to every poor boy and girl in Maryland, and to reduce illiteracy throughout the State. The greatest problem now confronting the State is that of finances, the high cost of living having affected the State as well as the individual, and he is giving great care and thought to the preparation of his budget of expenses to be submitted to the Legislature, and is working out plans to increase the State's revenues. If Governor Ritchie continues to show the activities he has displayed during the first week of his administration he will undoubtedly accomplish great good for the State, and make a record for himself that will put him within reach of higher laurels at the closje of his term. The object of this suit is to procure a decree for the adoption of a male infant known as Benjamin Zebley, and to change his name to Ernest, Charles Sturgis. The Petition states that George P. Sturgis and Constance B. Sturgis, his wife, secured the said child from the Nursery and Child's Hospital of Baltimore City on February 27th, 1919; that the said child was born on or about October 10th, 1914; that the Father of said child is dead, and that the whereabouts of the Mother of sjaid child are unknown; That the Petitioners have properly cared for said child, that said child has no guardian or property, and that the said Petitioners are financially able to care for and educate said child, and they desire to adopt him and to have his name changed as aforesaid.
