The proposed new Road Law for Baltimore county introduced in the House of Delegates by Mr. Burke, a synopsis of which is published elsewhere in this issue, has some very good features which in our judgment will, if adopted bring about a more efficient administration of our roads system. The principle changes in the existing law are, first, the additional powers and responsibilities conferred upon the County Roads Engineer, and second, the creation of a larger general road and bridge fund. Under the proposed law the Roads Engineer is given the absolute power to "hire and fire" all laborers and mechanics employed on road or bridge work, and if they fail to make good it is plainly "up to" him. He is also given the power, subject to the approval of the County Commissioners, to name all of his assistants, such as inspectors, foremen, clerks, etc., and the absolute right to "fire" them for inefficiency. This virtually places the whole matter of road and bridge construction and maintenance entirely in the hands of the Roads Engineer, and if he fails to make good it will be "up to" the County Commissioners to "fire" him and insist that some one be appointed by the Governor who will make good. "While the Commissioners are not given the power to appoint the Roads Engineer, they are not obliged to accept the appointment of any one by the Governor, who is not absolutely satisfactory to them, and if a proper official is not appointed by the Governor, the Commissioners will have to share the responsibility with him. In view of the importance of good roads, and the general public demand for them, the provision in the Burke law authorizing the County Commissioners ato levy a maximum of 60 cents on the $100 for roads and bridges will, we believe, meet with general approval. Of this levy 50 per cent, will be expended in the several election districts where collected, and the remaining 50 per cent, will be available for general road and bridge purposes, wherever in the judgment of the Commissioners it will do the most good. It is thought that the poorer districts in the county will profit under this plan. It will also enable the Commissioners and the Roads Engineer to build up a system of cross country roads without being hampered by district lines, as here- tofore. That feature of the Burke law requiring the Roads Engineer to prepare annually, on or before the first day of December, a comprehensive plan for road and bridge construction and maintenance during the next year, including a statement of available funds, estimated costs, etc., is also a very good one, and when acted upon the Commissioners, after public hearings, is binding not only upon the Roads Engineer but the Commissioners as well. It is, in effect, a "budget plan" which ought to work out very satisfactorily from every standpoint. The Burke billt.has other commendable features and, in our judgment, is a decided improvement over the existing law. Republican members of the House Rules Committee decided to give early consideration to the bill authorizing new government loans of $50,000,000 to European countries for food relief, but fixed no date for a committee meeting. The object of this suit is to procure a divorce a Vinculo Matrimonii and the care and custody of the minor child, Beatrice, by the plaintiff, from the defendant. The bill states that the parties were married on the 4th day of January, 1902, and that they resided together until the 12th day of January, 1917. That the plaintiff has been a resident of the State of Maryland, for more than two years preceding the filing of her bill of complaint, while the defendant, Russell L. Parcell, is a non-resident of the State of Maryland, and was last heard from in Akron, Ohio. That there is one child as issue of said marriage, viz., Beatrice, age 14 years.
