INCREASED TAX RATE INEVITABLES
"Owing to the pressing needs and demands for schools and roads, the people of Baltimore county are confronted with an increased tax rate for
1920__a rate of certainly not less than
$1.50. The levy for roads will in all probability be the maximum authorized by a recent act of the legislature—60 cents—while the levy for schools, if the recommendation of the School Board is adopted, will be 65 cents.
While a $1-50 tax rate naturally "looks big" to the average County taxpayer who has been accustomed to paying less than a dollar, The Jeffersonian does not look for a revolt. The "purchasing power" of the dollar, as everyone knows, has greatly depreciated as a result of the war, and it takes dollars to run a government as well as a private enterprise. A pair of shoes that cost $5 before the war now costs $10. A suit of clothes that before the war ,co8t $25 now costs $50. A mile of macadam road which could be built before the war for $10,000 now costs $20,000. A school building that before the ar could be erected for $5,000 now costs $10,000. These increased costs are so generally known that the citation of further examples is needless.
Every sensiblej taxpayer knows that It is impossible to run the county government today upon the rate of tax that prevailed before the war, and we believe that the great majority of county taxpayers will prefer to pay more taxes, and thus maintain the high standard rather than to adopt a niggardly policy and go backward.
During the war the School Board wisely refrained from building new school houses. But during that period the population continued to grow, and the county is now confronted with a need, for more and better school buildings that must be met without delay, regardless of cost. We, as a people, can not for the sake of saving a, few cents on the tax rate afford to deprive any child of the oportunity of securing a liberal public school education, under proper moral and sanitary conditions. Prof. Albert S. Cook, in a recent survey of the school situation, published elsehere in this issue, points out the crying need for more school buildings, and the County Commissioners, who are charged with the duty of fixing the tax rate, can not well afford to turn down the appropriation recommended by the School Board for this purpose. Whether the money shall be raised by direct taxation, or by a bond issue, isj a question on which taxpayers will entertain different ideas, and we believe that this matter of financing can well be left to the discretion and judgment of the County Commissioners; but unless we mistake the sentiment of the people of the county there is no difference of opinion, worth speaking of, among the taxpayers as to the advisability of making the appropriation.
Baltimore county, although seriously hampered by annexation, continues to remain at the head of the counties of Maryland in the matter of good roads, efficient schools, and general good government. Let us continue to maintain our leadership, even though we must pay more taxes to do it.
