A DANGEROUS PROPOSAL.
Senator Frick, of Baltimore city, has introduced a bill at Annapolis to substitute the mass vote in place of the unit system in the nomination of State Officials!. In other words, the candidate receiving the highest number of votes in the State as a whole would, under Senator Frick's Bill, receive the nomination of his party, irrespective of the vote in the various Counties and legislative Districts of the City, as units.
Senator Frick's Bill is intended, of course, to give Baltimore city greater power in shaping the political destinies of the State. "We do not believe that the counties of Maryland will approve Of this bill, and there is no reason why Jhey should. The mass vote of Baltimore city, cast for a "favorite son" of the city, would ordinarily offset the vote in a large number of counties, and would thus give the city an advantage to which it is not entitled. A candidate chosen by the mass vote of Baltimore city would not always! be acceptable to the counties of Maryland, and the fairest way to choose a candidate acceptable to the State as a whole is to get an expression of the voters in the several counties and legislative Districts of Baltimore city, as units.
The politicians of Baltimore city, and particularly the daily press, are continually crying out for larger representation for the city in the General Assembly, and they seem to take advantage of every opportunity to increase the political prestige of the city. In thus looking out for their own interests, they cannot be blamed, but the counties of Maryland should not permit the city to pull wool over their eyes. If they want to maintain their political independence and have the affairs of the State properly conducted, they will see to it that Senator Frick's measure is buried beyond resurrection.
Baltimore city today ,with its representation at Annapolis, and its influential press, exerts a sufficiently dominating ' influence in the affairs of the State, and it would be a dangerous tendency to increase this influence by permitting them to avail themselves <>f the mass vote of the city in nominating State Candidates.
