CALVERT STREET #34.700.00 1 To the above amount, viz ; $34,-700.00, should be added the salary of the County Commissioners, whose office is not abolished under the provisions of the proposed Charter ; the said salary, therefore, being a legal charge against the County.............. 12,000.00 Total........................... $46,70000 The Constitution provides that all laws and ordinances enacted by the County Council must be published once a week for three successive weeks in at least one newspaper in the county. This would be a" very large additional expense to be added to the above amount. It is, therefore, reasonably certain that the administration expenses would be greatly increased by this new plan of government. Let no one deceive himself. This County Council will not be composed of angels, trained . and skilled in the science of government and its administration. It will be composed of plain, ordinary men, and there is no assurance either in the charter itself, or in the motives and influences which control human action that they will be better or more capable, or would give the county a better administration than we have had, or may readily secure under the present form of government. The County Council — the supreme executive authority of the county—is constructed in utter disregard of the best thought upon the subject. The nearer we approach to individual responsibility in executive power, the nearer we will come to satisfactory and efficient administration. This principle is ignored in the constitution of the County Council, and as that body is constructed it would operate as an obstruction to the prompt despatch of the public business, and would make possible more "log rolling" and combinations in the administration of the county affairs than has ever been known. There are other objectionable features of the charter to which I shall hereafter call your attention, but ;n these four letters I have set forth the reasons which led me to say in my published letter of July 10, 1920, that the charter should be rejected: 1. Because there is no necessity for the adoption of this new plan of government. 2. Because its practical operation, as a system of government, will not be satisfactory to our people. 3. Because it attempts to confer power, without warrant of law, upon individual officials and the County Council. This will lead to disputes and confusion in the administration of county affairs, and to protracted and expensive litigation. N. CHARLES BURKE. Towson, Md., Aug. 10.
