Baltimore county, in reration to the schools, the roads;, the police, the fire department, charity, the public health and the various other departments of the county government. These laws cover some three hundred or more pages of the County Code. The Charter however dispones of the whole subject in a couple of paragraphs, but it does not dispose of it. It names the various departments of the county government. That is, it gives their titles, but it does not te.ll what they are and it does not declare what powers or duties the officials shall have, nor does it say to what officials, the powers now exercised by the County Commissioners are to be given. In addition to these objections the expense of the proposed form of government would be excessive. The multiplication of offices, the tremendously increased cost of advertising, the costs /of the "Little Legislature," would be out of proportion to any benefit derived from the change. The "Little Legislature" meets for but thirty days, butj. it would have clerks, stenographers, and the variousi expenses incident to its work,- and these expenses would not be Mght, because the County Council would have more thati half as many members as the Maryland Senate. And in addition to this, if the Council also did the work of the County Commissioners they would also have to be in session as often as the County Commissioners, and this at a cost of $75 a day and their traveling expenses for some hundred and forty days which, together with the additional clerical and other assistance they would require would make the present expense of the County Commissioners office look very small indeed. The Charter, as it is presented, is manifestly inadequate as a form of government. Necessarily, as soon as adopted it would have to be changed. But why destroy a known efficient and economical form of government suited to the needs of the people for an expensive experiment, which must be abandoned for some plan of government not yet even formulated? After expressing his resentment at the effort to arouse sectional prejudice, Mr. Black wrote Senator Capper that "it may be your view, that anything and everything is fair in politics, but it does seem to me that one who holds the responsible position of United/States Senator from a great State like Kansas) should have a broaJ-er conception of national unity than to find it to his liking to array one section of the country against the other and appeal to sectional prejudice for party support." Concluding, Mr. Black said: "The armistice was signed in 1918, and your party went into control of Congress after March 4, 1919. If the wheat guarantee law, under which the 191*9 crop has been marketed, was bad, why didn't your party repeal it? They ' have never been more prosperous in 'the history of the'Republic than during the past few years. The increase in farm values of such States as your State of Kansas, Iowa and Illinois are all the proof required to establish the extent of this widespread prosperity." Under such an apportionent, the sum sought to be raised for the G. O. P. campaign fund in the entire country would exceed $15,000,000. Governor Cox read from "confidential letters" from Republican headquarters to money raisers in the field, in which the appeal, "Boys, get the money?" frequently appeared, and in which the "gold diggersf were admonished to secrecy. Referring to 1896, when Mark Hanna spent $16,500,000 in a national campaign, Governor Cox said "it was this foul thing which Theodore Roosevelt brought to an end when he reformed the Republican party," and it was while he was doing that that Warren G.. Harding "branded him as an Aaron Burr. He also read a letter from Senator Harding to Pred W. Upham, treasurer of the Republican campaign comm'ttee, commending him for the work of raising trie money in this vast fund.
