This announcement by the Chesapeake and Potomac Telephone Company, following closely upon the establishment of new rates by the Public Service Commission, indicates clearly the steps the Company is taking to bring the service up to the highest standards of efficiency. * F. S. Whitman, division manager of the C. & P., said that the Company expects to spend $10,000,000 on improvements in the next three years. The new rates enable the Company to go ahead with a comprehensive program, he said, and projects totaling $3,000,000 have already been approved and operations started in many cases. A good deal now depends on the Company's ability to get the materials needed, but- every possible effort is being made to secure them. The construction schedule is a lengthy one. In Cumberland, the growing requirements of the city Will be met by* extensive additions to the underground and overhead cable systems. Cumberland's population has been jumping rapidly and it is expected to double within the next four years. To take care of the increased demand for telephone service, the Company's plant is now being enlarged by a pole line, 15,210 feet of overhead cable and approximately 7,800 feet of underground cable. Several other branch cable and pole lines will be needed later. In Ilagerstown, increased facilities will be provided by the installation of a new switchboard section and BOO additional subscriber lines, bringing the total number of lines which can be served up to 2,600. The present method of handling toll calls will be changed and improved, and audible ringing apparatus will be installed. In Montgomery County, repairs will be made on the toll lines between Washington and Frederick, Gaithers burg and Damascus and Gaithersburg and Poolesville. Some of the more important projects to be undertaken in and near (Baltimore are building and equipping a new central office, equipping a gchool for student operators, new cables and extensions in various parts of the city and its suburbs, and the equipment of a new central office at St. Helena. In addition to these, there are scores of operations to be undertaken In other parts of the State that are of lesser magnitude, but of first importance to the communities where the improvements will he made. In all of Maryland's splendid history there has never been in either branch of Congress a Maryland member who achieved a finer record of usefulness in all the substantial results.' He has given his state great returns. Maryland's interests have been safe in his hands and no consideration of par-tizanship has ever stood in the way of high, patriotic service for all the people. It is not too much to say that he has been the most productive representative Maryland has ever had in either the House or the Senate. He takes care of his State; he looks after the affairs of Marylanders, without respect to party; he is a high-grade, typical Marylander always on the job and full of zeal and courage. John Walter Smith was born in this State of fine Maryland ancestry. He was educated in Maryland; his business success has been in Maryland; he has spent his money at home and he has passed his life among Maryland people. He was a member of the Maryland Senate for ten years and was president of that body. He became a member of Congress and served until called to the gov-ernship of the State. His four years as governor will be known as the great constructive term of that high office. Then in 1908 he was elected United States Senator for the unexpired term of the lamented William Pinkney Whyte and was twice reelected. This long experience covering Maryland's modern* life and its most intimate and important affairs is not only unique in itself but constitutes an asset of the first-class to the State and the people. Through Senator Smith Maryland has extraordinary efficiency in ..its contact with national legislation and operations, and if any Marylander desires advice or help Senator Smith is ever ready with the offer, of his knowledge and assistance. This personal service is a very fine and attractive phase of Senator Smith's long career in politics. We Marylanders have our party divisions and differences but at heart we are all neighbors who like to aid one another. In Senator Smith this virtue is wonderfully strong. He is a good, honest, open partisan, but when it comes to service he is the friend ol all Marylanders and he has been of constant and successful help to men, women and children of all parties. Any ordinary person would have broken down under the strain of responding to the calls that came to him, but Senator Smith is an extraordinary man with the genius of organisation and quick decision and thus he has been enabled to perform a quantity of work and attend to a variety of tasks that would appal the ordinary man. even though he be in the United States Senate. From the standpoint of service and usefulness it is to the best interest of Maryland that Senator Smith should be re-elected. There is a further consideration which we must bear in mind. Senator Smith is among the few members who stand out as controlling factors in our national government. He makes excellent speeches when there is need of them, but he does not speak for the sake of talking. In the hard tasks of the Senate he is an asssiduous work er and here is where his value is be yond all estimate. His ripe judgment his wide experience, his splendid vision and his safety and sanity arf priceless in these troubled times, an' they make him a true senator in tht national sense, one who is needed tc help guide the ship of state through the aftermath of the World War. To the knowing and discerning vot er there can be no hesitation this year. Mr. Weller is not a typical Marylander. He was born in this state but his business life and ideals belong to the business of stock-broking as it is peculiarly developed In Boston. While Mr. Weller was politically the chief of the work the real building was done by Major Shirley, a fact so well-known that there can be no dispute about it. Nor need there be any dwelling upon why and how Mr. Weller became the Republican candidate for, the United States Senate. The point is that nejther in ability nor in experience nor in Maryland quality can he be pre ferred to Senator Smith. It thus follows that in addition to the solid vote of his party Senator Smith should secure the support of thousands of Republicans and of all the independents. These are new days in politics and government and we need the wisdom and stability of the safe and solid men whose worth and safety have been proven by years of faithful service.
