RECORDS THAT ARE i KEPT INSURES EVERY MAN FACTS Oti ti\S LIFE TO WHICH HE IS ENTITLED- Reasons for the registration of births: 1st—To establish identity. 2nd—To establish the right to inheritance. 3rd—To establish the right to vote. 4th—To establish legitimacy. 5th—To establish the right to enter the public schools. 6th—To qualify for civil service examinations or to enter the Army or Navy. 7th—To recover pension claims. 8th—To hold title and to buy or sell real estate. 9th—To be eligible to the General Assembly of Maryland, the House of Representatives or U. S. Senate. 10th—To be eligible to the office of Governor of Maryland or President of the U. S. 11th—To claim and establish immunity from consequences of certain criminal offenses. 12th—To be competent to testify in certain cases. 13th—To travel in foreign countries. 14th—To be re-admitted to U. S. after an absence. Reasons for the registration of deaths: 1st—To establish the fact of death. 2nd—To enable the proper persons to recover claims of insurance, inheritances, etc. 3rd—To prevent or aid in the detection of homicide and the illegal disposition of dead bodies. 4th—To prevent the spread of contagious diseases from dead bodies. 5th—To enable the proper authorities to classify the causes of death. Such records being on hand insures every man the record of his life to which he is entitled; it expedites his title to his property, protects his estate and his family. It places Baltimore County in the proper relation to the counties— the State of Maryland in proper relation to other States; makes her contribute her share of the general information of the people ; it lessens the tangles of the law and aids the prosecution of the criminal. It gives a stable basis for health work, provides an. audit for the book of life, makes less difficult the warfare against preventable diseases and gauges the success of the campaign against those particular foes of human life from whose ravages Baltimore county and the State of Maryland suffer. Health in order that every precaution may be taken to prevent their spread. All of them are different in their symptoms; many differ in their methods of transmission from one individual to another; entirely different methods are required for their control; many are not contagious by direct contact. Beriberi and Pellagra are the results of faulty diet. Botulism, and Malta Fever and Trichinosis from infected foods of different kinds; Malaria and Yellow Fever are only contracted from one person to another by the medium of certain specific breeds or kinds of mosquitos. Typhoid Fever, Entero-colitis (summer diarrhoea in children under two), Paratyphoid and Cholera are the results of unhygenic conditions. Measles, Mumps, Scarlatina (scarlet fever and scarlet rash) are all one and the same disease. Diphtheria, Whooping Cough,Chicken Pox and Smallpox are all contracted by contact with an actual case during the time of incubation, the active stage or before quarantine is over, or from a carrier of these diseases. Smallpox has killed more people in the history of the world than any other disease. It is the easiest disease to control and can only be controlled by vaccination. Up until one hundred years ago few people escaped it, and those who had it and recovered were so badly marked that they differed considerably from their former self. Up until that time a handsome man or a beautiful woman was hard to. find. To Jenner, the discoverer of vaccination, we owe so much, perhaps better described in the epitaph on his tomb: "Within this tomb hath found a resting place, The great physician of the human race— Immortal Jenner: whose gigantic mind Brought life and health to more than half mankind. Let rescued infancy his worth proclaim, And lisp out blessings on his honored name; And radiant beauty drop her saddest tear, For beauty's truest, truest friend lies here." Hundreds of homes in the country districts are far from being sanitary, resulting in considerable illness and economic loss. These home owners feel that as the conditions they have were the same as their fathers and grandfathers, and if good enough for them are good enough for those now living. They forget sickness when it is over and it is hard to convince them of such facts. It is the duty of the Health Department to treat rural sanitation. Every improvement means better living conditions and hence better health. The physical examination of all those called by draft in the recent World War revealed the fact that 32 per cent, were physically unfit to endure the vigors of warfare. We believe that the physical examination of school children will reveal these physical defects at an early age and by proper remedies many could be corrected.
