In advicating a campaign to stamp out the rat Dr. Bowen said the germ-bearing rodent, coupled with the influences of environment, was responsible for the existence of the pneumonic plague which last week devastated the Mexican quarter of Los Angeles and resulted in the death of a score of persons who contracted the disease at the funeral of the first victim. Pneumonic plague is similar to the more common bubonic plague in its symptoms, Dr. Bowen said, the victim being first aware of it by the the presence of severe pains under arm pits and small lumps beneath the skin, which precede infection of the lungs. A serum derived from the plague organism itself if administered while the disease is in its first stage, sometimes is effective. The high mortality rate in New Orleans when that city and other sections of the South were swept by an epidemic is attributed to the 1 hordes of disease-breeding rats which infested the waterfront, Dr. Bowen said. "Rats literally are messengers of death, and constitute the greatest danger to the health of the human race. Virtually all plagues,: 'such as that which devastated London in the sixteenth century, and the comparatively minor outbreak last week in California are traceable to the infected rodent.
