Mr. Dugan had been engaged actively in the practice of law in Baltimore city since graduating from the University of Maryland Law School in 1882. He was the son of the late Cumberland F. Dugan and Harriet Buchanan Dugan, of Ilchester. Two of Mr. Dugan's daughters made their debut last Monday at the first Bachelors' Cotillion of the season at the Lyric. He is survived by three other daughters, the Misses Harriet B., Emily C. and Eleanor D. Dugan. Besides his widow, Mrs. Melanie Boone Dugan, he also is survived by seven sons, Carroll J. Dugan, Ensign Ferdinand C. Dugan, Jr., Ensign Hammond J. Dugan, Daniel B. Dugan, Cumberland F. Dugan, Pierre C. Dugan and John Carroll Dugan. Other survivors are three brothers, Hammond J. Dugan, C. Nelson Dugan and Col. Thomas Buchanan Dugan, U. S. A. (retired), and five sisters, Miss Emily C. Dugan, Miss Harriet B. Dugan, Miss Mary C. Dugan, Miss Nancy Dugan and Mrs. John K. Robinson, wife of Rear-Admiral Robinson, of Washington. Funeral services were held at 10 A M. Monday at St. Mark's Catholic Church, Melvin avenue, Catonsvilie. The Rev. E. A. Williams, pastor, conducted the services. Burial was in the New Cathedral Cemetery. Courts adjourned out of respect for the memory of Mr. Dugan. YUI^pOJE FESTIVITIES AT SWEET AIR DEC. 27TH. Burns, 82 years old, an invalid, and her daughter-in-law, Mrs. William Burns, who was confined to her bed, due to illness, were carried to safety scantily clad when wood and clothing in the cellar of their home on the Philadelphia road, caught fire. Mr. and Mrs. L. H. France, who occupy the first floor of the dwelling, saw smoke coming from the cellar stairway. Taking their two children, William France, Jr., 5 years old, and Kenneth, 2 years old, they made their way to the street. An alarm was turned in and when the smoke found its way to the second floor it awakened William Burns and his brother, George Burns. Putting on their bath robes, Geo. Burns carried his 83-year-old mother, Mrs. Mary Burns, and William Burns carried his wife to the street. In coming down the stairway flames from the cellar cut off their exit. One of the men closed the cellar door, and passing through the | smoke-filled corridor, they took the two women to the home of a neighbor. Ice forming so quickly it entraps large flocks of wild ducks but stopping before it gets thick enough to bear the weight of anybody wanting to gather up a bag of wild fowl by hand, is reported. Arthur S. Watson, deputy game warden, told the tale to E. Lee Le-Compte, State game warden. Mr. LeCompte wasn't sure he had heard what he thought he had heard. Watson told it again. He stuck to the story in detail. Last Monday night a sudden drop in temperature occurred.
