DEATH CLAIMS J. FRANK LEIB.
J. Frank Leib, a resident of Tow-son, and one of the most prominent figures in local shipping circles, for 37 years chief of the United States Marine and Statistical Department, dropped dead in his office in the Custom-house, Baltimore city,
Following an investigation Southern District Coroner Otto Reinhardt said that death was due to heart failure and ordered the body taken to the home of Leib's widow at Washington and Pennsylvania avenues, Towson.
According to Oliver Firor, a clerk, Leib entered his office apparently in the best of health and was seated at his desk when he collapsed. Firor called Dr. Nelson Bryon, Deputy Collector of Customs, from the ad-jijoning office, who pronounced Leib dead.
The dead man was sixty-three years of age and known to all shipping men and sea captains, as he had direct charge of clearing ships from Baltimore city.

An opinion was filed in the Circuit Court at Towson by Judge Walter W. Preston in the case of Wm. A. phelps against A. Carvil Foster, granting an injunction restraining the defendant from obstructing a roadway in the Seventh district, over which the complainant claims to own a right of way. Judge Preston says in part:
"It appears that the complainant and his predecessors in title have been using the road in question for more than forty years. It is difficult to establish a right of way by prescription; the requirements are very particular, but there are cases where such rights are established, and I think this is one of them."
