Outlaws and dangerous men, goes on the magistrate, are evolved from heredity and environment, and some of them are incurable and ought never be allowed at large. He suggests, therefore, a large custodial institution, self-supporting, where 'these people will be kept and looked after physically and mentally, in many cases during the term of their natural lives. "But the difficulty is that the moment you begin to talk about using scientific methods with criminals, people who have never looked into the subject at once say it is all nonsense. They say we are coddling the" criminal, treating him as diseased, covering him with flowers and encouraging crime. But this is strictly not so. "What those who believe in those things are advocating is simply that we shall anticipate the crime as far as possible. And on the other hand, when FARMER PROVES KEY MAN IN ECONOMY—EXPERT SAYS LIFE OF SOIL HAPPIEST THROUGHOUT AGES Has Highest Ideals, And One Of Highest Types Of Work—Contrasts Its Contentment With Urban Civilization, BuilC On Scramble For Riches. F'arming is one immortal occupation on earth, it has been since history began and apparently always will be. Dr. W. M. Jardine of* the Kansas State Agricultural; College told students of the Wisconsin College of Agriculture at the graduation exercises - of the agricultural short course to the interests of everyday society. "For really building a life there is no other occupation equal to farming. There, is no question that farming has been discriminated against in our modern civilization, which is one built largely by city men arid with the It is one of the highest types of | ideals of an urban trading clas 4,H,,H,,XwK,,K,<4,J,,MM5,4#,M mind the rights of first offenders. "From the beginning of recorded time the farmer has been the basis of the life of every great community," Dr. Jardine said. "The story of the creation of man, related in the Book of Genesis, tells how God placed the first man in the garden to dress it and keep it. "From the day of the legendary Adam the farmer has been the key man in all economy, and farming has been the key industry. You have, therefore, the satisfaction of being about to enter the most significant industry in the world. If you -want to accumulate great wealth you should obviously not go into farming. "Except through some lucky accident, the farmer never attains enormous wealth. But -certainly one of the great standards of the successful life is happiness, which is not attained merely through wealth. "The othSr conception of human existence is that which we may call building a life. This conception recognizes that economic security is essential to a life of success and happiness, but it uses economic security merely as a means to an end, as a basis for the development of the individual and his capacity for service to the whole society. "The great majority of farmers from the beginning have endeavored to make farming- the building of life for themselves1 and their- children, not merely the means of building up capital, nor of making a livelihood, but primarily for making life happier, more useful and better adapted Eventually—Why Not Now? Modern science has broken down the last stronghold of the drunken auto driver-r-his knowledge that it is practically impossible to prove intoxication before a jury. Alibis, inexpert testimony o'f police officers and haphazard examinations by emergency hospital attaches are to be supplanted in the near future by black and white figures, showing the exact degree of intoxication, : if the hopes of Dr. 0. W. Ginsburg, Flood Building, X-ray ' xpert, of San Francisco, are finfilled.' Dr., Ginsburg asserts he has discovered that all questions of intoxication can be instantly settled by a little machine that has been known for some timo to physicians and surgeons. It's the metabular, a simple apparatus that determines the quan-itty of oxygen cor umed by the patient. Here's Dr. Ginsberg's explanation of his discovery: It is known to medical science that a person under the influence of intoxicating liquors consumes far greater • quantities of oxygen than he does normally. This is natural, for alcohol is a great heat producer, and calls for great quantities of oxygen to consummate the consumption of heat. All that is'necessary to determine the degree of intoxication is to find out the heat production going on in the body by the intake of oxygen. The metabular does this positively. The suspect is fed pure oxygen through a nozzle. The metabular registers how much was taken into the system. ^Comparison with the normal intake, which can be made when the suspect is sober, will establish beyond doubt whether or not he was under the influence of liquor. Dr. Ginsburg announced that' he is willing to confer with police and lend his efforts toward the establishment of metabular machines at all police stations. t -¦-----------«-----------— WHEN THE NATCHEZ RACED THE LEE. Vegetables are often a neglected part of a child's diet. They are, however, very important, for not only are vegetables rich in iron, lime and other valuable salts, but they contain fat, carbohydrates • and protein. In addition to all the important elements which vegetables furnish in supplying the body needs, the fibrous material which they contain aids in proper action of the bowels. Beginning, about the eighteenth month a small portion of green vegetables should be served at least three times a week and later on, if well assimilated, once a day. Spinach (all varieties), carrots, asparagus tips, string beans, peas, squash, celery and cauliflower are all suitable vegetables. It is decidedly a healthy fashion, for to have and to hold it women must curb their appetites and take to exercise.
