Responsible Republicans in the administration, in (Congress and in their party's national organizations are still chagrineg and dispirited at the aftermath of Senator Pepper's "keynote" speech before the Republican State convention in Maine. GAY STREET Baltimore, Maryland former Attorney General Daugherty's cynical retort with the suggestion that the Coolidge administration is trying to save itself from the consequences of recent exposures of official corruption by the slogan, "Blame it on Harding," but also because of the opportunity that the speech gave Democrats in the Senate to disprove Senator Pepper's charge that the in-vesetigations of various Cabinet officers had not impeded legislation. Senator Robinson (Ark.) Democratic leader in the Senate, taking Senator Pepper's speech as a text, challenged the Republicans, including Mr. Lodge to point to any bill that had been delayed because of the investigations. The Republican rank and file in the Senate were hushed to silence by Senator Robinson's philippic against the propaganda that has been started to mislead the publia into the belief that the investigations were part of a Democratic plan to block legislation and discredit the Coolidge administration. He made Senator Lodge admit that there had been no delay in passing appropriation bills as Senator Pepper alleged. Turning to President Coolidge's responsibility for the misdeeds of Republican officials, high and low, Senator Robinson said: "What has been the course of the head of the administration, President Coolidge, for whom the Senator from Pennsylvania assumes to speak? When he came into office he announced that his ambition was to continue the policies of his lamented predecessor, and in order to do that he kept around him and close to him all the agents and advisers whom Harding had selected. Long after the Attorney General, Mr. Daugherty, either rightly or wrongly, had become discredited throughout the nation the President expressed his confidence in that officer, and refused to permit him to resign. "Twice the former Attorney General asked permission to retire, and the President said, 'No; I believe in you, and I need you,' and he remained in the Cabinet. After this body had ordered an investigation of the Department of Justice and of the Attorney General, the President said that he still had confidence in that officer, and that he would not permit him to resign." Senator Robinson declared that Mr. Coolidge knew at the time the investigation began as well as when he demanded Daugherty's resignation that the Department of Justice was not functioning efficiently, but that fact did not prompt him to appoint some one else. As the fight on Daugherty continued, Senator Robinson said, one after another Republican Senators, including Mr. Pepper, went to the White House to urge the removal of the Attorney General as a matter of political expediency. The Automotive Service Company Distributors CENTRE STREET AT FALLSWAY & R "At last, when he (Daugherty refused to surrender to the committee which was investigating him papers which the committee believed to be important to the investigation, the President called for his resignation and removed him from office, after having declared to the world that this man, his friend, his Attorney General, charged with many deficiencies and inefficiencies, was entitled to a hearing," Senator Robinson said. "The removal did not take place so much because the country needed a new Attorney General, not so much because of the Attorney General's alleged inefficiency, but rather because the Attorney General had become so unpopular that the longer the President retained- him the more it imperiled the President's popularity." Answering Senator Pepper's statement that "the Democrats have aimed at us (Republicans) and hit America," Senator Robinson showed that every resolution on the subject of the investigations no win progress had the support of all the Republican Senators present at the time of their adoption save one—Mr. Elkins of West Virginia. "When you are told that the Democrats have been muckraking, remember that this is a Republican Senate and that every measure adopted must be passed by a majority. When you are told that the Democrats are scan-dalmongering, scavenging, obstructing legislation, remember that every investigating committee has upon it a majority who are Republicans. "We did not aim at our country when we fired straight at the former Secretary of the Interior, Albert B. Fall. We did not aim at America when we disclosed the questionable transactions of Mr. Sinclair and Mr. Doheny. We did not aim at America when the Senate passed unanimously, with the single exception, a resolution introduced by the Senator from Montana (Walsh, Dem) in connection 'with Mr. Chase, son-in-law of the former Secretary of the Interior. "Surely it is not striking a blow at this country to uncover the criminality of men high in authority who have betrayed their trust and neglected their duty to the men who saved this nation," continued Senator Robinson, referring to the investigation of graft in the Veteran's Bureau. "If that is the view of the Senator* from Pennsylvania, if he is willing to risk the effort to deceive the American people into the belief that this (Democratic) side of the Chamber is impelled by a partisan and malicious motive to uncover fraud and criminality in the Government, then we will meet the issue, and we will meet it by an appeal that will ring from limit to limit of this country and thrill the heart and inspire the soul of every man and woman living in this Republic who believes in honest and clean government.'" Father of two International League ball players, Christian F. Maisel, Sr., died at his Catonsville home from heart trouble. Mr. Maisel was in his 73rd year. He was connected with the Spring Grove Hospital. Frederich C. (Fritz) Maisel, now playing with the Orioles, and Geo. J.
