A letter lias been received by the presi- dent of the United States, from gen. Wil- kinson, giving the foling information : " He iiad received certain intelligence that colonel Burr meditated an attack upon New-Orleeus with 500O men, and was to "be aided by an expedition from the West- s ; tliat in consequence of this infor- mation he had determined to proceed to .Nuiv-Orleans, in order to place it in the best possible state of defence ; and that he n his way, in advance of his ar- my, who was to follow him." The foicgoing was mentioned by general Smith, who said he had just received it from the. president himself. We have no comment to offer oh the foregoing, except that the information is derived from a very respectable source, and it stated from several other quarters. It is reallv surprising, that without the least tittle 01 evidence, direct or circnin- stanciai, that the democratic prints will in- sinuate, or lather insist that colonel Burr is supported by Great Britain, and this against every < is probable. Are colonel Burr and his political friends, men t>n whom Great-Britain has at any time placed confidence ? Are not they the avow- ed toes te Great-Britain ? We congratulate the citizens of Baltimore on the appearance of a new work, which promises fair, if we may judrre frem the two numbers published, to yield both insli no- tion and amusement, for the lovers of Sci- ence and Polite Literature. The Obshrver, conducted by the editor of the CoMPAKlON, s in a neat octavo form, and is pub- lished every Saturday. From a personal knowledge of the editor, and of several worthy associates in the cause, we antici- pate no inconsiderable pleasure from this weekly treat. In the words of a British writer, " every day's experience proves, that a handful of highly intellectual men, by a union of ta- lents, may wield the governments of all ci- vilized nations." This fact, now univer- sally admitted, need not be further urged. It is quite time for the inhabitants of the second commercial city in America, to e- vir.ee an emulation in the honourable con- test for literary superiority. For the honour of Baltimore, and of the American name, ive hope to see the Observer prosper, and its' Editor richly rewarded, for a twelve- month's toil in a garden as yet but illy cul- tivated. From a Correspondent. , AT a period so interesting as the present, we could wish to see the more enlightened f the ministerialists act wisely, for the common good, without reference to the name of party. When treason and conspiracy, embolden- ed by the impunity with which they are permitted to plot, stalk abroad in open day, defying the power of the general govern- ment, and threatening the existence of the federal compact, no private citizen, worthy the privileges of an American, can behold, unmoved, and free from apprehension, the clouds which darken the western sky. As the political salvation of the United States depends immediately on the coalesced Strength of all ; there is ho object to be more steadily pursued, by the true patriots of America, than that; of preserving a close and intimate connection of all the different parts.: Hence eery effort of' Washington and of all the legitimate members of his tchaol have been directed to this point. And there can be no method more correct than this, by which to test the patriotism and good ¦)f the present, or subsequent LuSts- Wil! we be denounced, by the ruling party, if we attempt lo force the Maryland cs through this ordeal ? Will not all moderate men, who lave the best interests of the state, with a nobler af- fection than that which binds them to a local name, agree with us while we contend : that the welfare of the country is neglected, •whilst the public treasure lies unemployed ; and that all this is Swing to the majority's blind adherence to the tenets of a party, who cannot, or will not, understand our true interests ? It plainly appears that a large sum of the public's money is locked up at Annapolis, which could easily have been 30 invested as to. yield ten per cent, per annum. About the mere loss of this much money, we are: not disposed to raise a clamour, as did our'. worthy opponents, with a less evident cause, in the days of federal preponderance. The immense advantages to the country, which might—nay, that certainly would, insult from a judicious application of the funds, is the object to which we would re- spectfully direct the attention of the reader. By employing this money in the extension of a permanent, well made road, to meet the jgri at westei irroad, nowforming, at Cum- berland ; thereby connecting more closely the jnterestsof the western & Atlantic states, our representatives would have exhibited proof of ability to legislate, and have shewn some anxiety for the prosperity of those who employed therti. Every enlightened citi- zen of the Atlantic states will acknowledge- that without some adequate cause, the re- mote districts can feel no permanent attach- ment to the other parts. It is indispensable then, that we should, with the utmost promp- titude, create the links of a great chain, which may bind us inseparably^to each other. By the safe and expeditious mode of reaching our markets, which our western brethren would see in the establishment of turnpike roads, we may make it tleeir inter- est to stand or fall with us ; for the [ sale they meet with for their conini and the extensive cradit given to their trad- ers by our merchants, will, in time, be pro- ductive of mutual attachments more than sufficient to counteract the machinal ions of ail the intriguing and disa'fected part of the community. On the contrary, should the immense mid. land wllderne'ssrerhain unsettled, and almost unknown ; should the western people be left to exhaust their ¦ strength and dissipate their substance, in combating (to them) in- surmountable difficulties, in search of a mark- et ; unaided by the older states and re ed by the government ; if such a si tilings is permitted to exist, wha we expect—WHAT 6EJTER will w£ iu;Rir —than to lie discarded by those hardy in- habitants of the forest, whs are thus driven to theterribfe necessity of forming other & Elections. We appeal to the reflecting portion 0 countrymen, to the sober and moderate of whatever party ; as to tie goad sense of the nation ; whether any other policy, different from a rapid and steady internal improve- ment, can be justly denominated wise, pa- triotic, of of good tendency. We anticipate the cry of " no danger"— " unfounded apprehensions," etc. but we meet it with the declaration, that govern- ment has received information of very great present danger ; we know that Mr. Isaac BriGGS, Surveyor-genera! of'the. Mississippi territory, has brought express intelligence, that men in high stations there are most cor- rupted ; we have good reason for saying that Mr. Briggs will not resume his station, and that this re-solution is taken from a con- viction that he stood in personal danger, & from a conviction that the alarming and un- settled state of affairs rendered his official at- tendance unnecessary. He seems to intimate that we were forced on board of a boat, and pray, wjint kind of a boat • during a snow storm. This is totally erroneous. It was at our own request, that we were put on board a pilot-boat—not only it was not. during a snow storm, but the weather was the most beau- tiful. It was 18 hours after we had- left the ship of war, and while we were, at mid- night, weathering Cape Hetllbpen, that the wind shifted from NW.'to NE. and blew most violently. Our subsequent shipwreck it was not in the power of the captain to foresee, and I arn confident, from the huma- nity lie displayed towards us, that he would not have exposed u.s to the sufferings-and hardships we have undergone. Such is the real statement. I owe it to captain Ryan and the officers under his com- mand, to redress this error, and the love I bear to truth and justice would not permit me to remain silent. F. Russell 41" Cutler, The Connecticut Gazette, of the 17th ult. which by chance fell into my hands a few days ago, contains a paragraph respect- ing the capture of the ship Titus, wdiich is so erroneously stated, that I take the liberty to address the editor of the said paper, thro' the medium of your press, and will give the facts as they took place. Here follows the tenor of the paragraph I allude to : " Ship Titus, of'Philadelphia, from 1'or- denuxv, has been captured in sight of Cape lienlopen, within the jurisdiction of the United States, by a British vessel. The pas- sengers and pilot were put into a boat, and driven ashore in a snow stori 1," Without examining into the legality or illegality ofthe detentionof th? said ship, i shall say, that when she was brought to by the Bermuda sloop, she was at least at a distance of twelve miles from the nearest land, and, if I mistake not, Cape Heidopen was about fifteen miles distant. The passengers, of which I was one, will all do justice to the humane manner in which they w-ere treated by all the officers of the capturing ship, and particularly by Mr. Da- kers, the first lieutenant, and Mr. Jennings, the purser, who offered their births to those of us who should want them.
