Tivodays previous to capt. Ws. sailing, was published by order of the gavftrac*, the king and council's act, prohibiting for 12 months the importation of all kinds of mer- chandize from miutral ports, except lumber, stock, fish*arid float, and the prohibition of all kinds of colony produce in return for those articles, except rum and molasses. By this act no power is left with the gover- nor, as respects necessity of the colony, as has always been the case. This publicati- on raised the price of rum and molasses, *nd depreciated he price of sugar. Rnmat the present price, . cannot be exported from thence to America, without the less of 45 percent, and it will in ail probability be higher. The planters will feel the effect of this act very much, as they depend on Ame- rica for their provisions, and in return pay them sugar, rum, coffee, molasses, &c.— This act was put strictly in force—the ship Grace, of New-York, arrived tlie day be- fore the publication, and partly entered, but not getting through the governors office, and British cutom-house, was debarred from entering, except the fish and lumber, and a guard of marines kept on deck to see there was nothing carried from the ship. The following Baltimore vessels were left at St. Thomas's, Jan. 20.-—Sch'r Eagle, nearly ready for sea ; CJreyh.bun'd, from Mar- tinique; Henrietta, having lost her masts ; A letter from a gentleman in Curracoa, dated December 23, 1806, to his friend in this town, contains the following informa- tion : " I take the liberty of informing yon that there, has just arrived off this harbour a large fleet of English ships of war—they have sent in a flag of truce—the result is not known, hut is I believe of a very serious nature. I believe they mean to keep the Island under a blockade ; if so, flour will be up to 20 dol- lars." \ Alexandria paper.~^ Bonaparte considers the confederation of the Rhine as a part of his empire. Mr. Thomas, from the committee to whom was referred the resolution appropria" ting SOidOO dollars for the repair of fortifi- cations, presented a bill for the purpose' which was read twice, and referred to a committee of the whole on Monday. Mr. Lyon offered the following resoluti- on, on the ground that the duties at present retained on goods re-exported, was not suf- ficient : Resolved, That the committee of ways and means be instructed to inquire in- to the expediency of retaining a greater pro- portion of the duties on foreign articles, the growth or manufacture of foreign nations or countries, which may be exported Mr. D. R. Williams wished the resolution to lie on the table : he had intended, when a bill which was now before the house [re- specting debentures] should be . up, to move its recommitment, in order to try the principle contained in the resolution- Mr. Lyon thought the mode proposed by the gentleman would not be correct. Mr. J. Clay could not see the connection between the resolution and the bill referred to by the gentleman from South-Carolina, (Mr. Williams). Mr. Campbell then blade a motion to that effect, which was negatived. lie then with- drew the re iol'iii ioiv. Mr. Broom said, that for the purpose of directing- the attention of the house to a ve- ry important subject, he would submit a re- solution, as follows : Resolved, That it is expedient to make provision by law for se- curing the privilege of the writ of habeas corpus to persons in custody, under or by color of the authority of the United States. On motion of Mr. Broom, the resolution was ordered to lie on the table. Mr. Varnum offered the following resolu- tion : Resolved, That it is expedient, in ad- dition to the sums already appropriated for the protection of ports and harbors of the United States, to appropriate a sum not ex- ceeding 100,000 dollars, to enable the presi- dent of the United States to cause the har- bor of New-York to be better fortified and and protected. Mr. Varnum moved that the resolution be referred to the committee of the wdiole to whom had been referred the bill on the sub- ject. Mr. D.R. Williams inquired whether it would be in order to move an amendment; if not, he hoped the resolution would be re- jected. It was impossible to advance a sin- gle argument in favor of fortifying N. York, which did not equally apply to Charleston. He could see no reason for lavishing money on one port, and leaving others unprotect- ed. He therefore moved to insert the word Charleston. Mr. Varnum said he would have no objec- tion to any resolution in favor cf Charles- ton, which the gentleman might bring for- ward. Mr. Dana was opposed to any partial ap- propriations : he wished them to be gene- ral, and to be left to the discretion of the president of the U. States. The resolution was also opposed by Messrs. Marion, New ton, Claincey, Elmer and Con- rad, on the same principles. Messrs. Thomas, Mumford and Bidwell spoke in favor of it. Mr. Varnum then withdrew his motion for referring his resolution to the committee of the whole, and it was ordered to lie on the table. The bill from the senate entitled " an act Confirming the claims to lands in the district of Vincennes," was rt'ad twice & referred to the committee on public lands. The bill from the senate, entitled " an act reducing the expences attending on the ad- ministration of justice in the district of Co- luuihia," was read twice and referred to a coromitee of the whole on Tuesday. Mr. Cainpbell moved that the house re- solve itself into a committee of the whole on. the state of the union—which was lost. The house then resumed the consideration of the bill authorising the issuing of deben- tures in certain cases. Mr. D. R. Williams moved that it be re- committed to a committee of the whole. The ayes and noes were called for on en- grossing- the bill for a third reading. Mr. Holland spoke at length against the bill ; after which, loud and repeated calls were made for the question, when the ayes and noes were taken and the bill was lost— ayes 52, noes 52, the speaker voting against it. A motion was made to adjourn : the ayes and. noes -were called for on tins met ion ! but they were not taken and the house adjourn- ed. Port of Baltimore.
