At a public dinner, given by the officers of tin- army and navj, on Washington's birthday (February 22) general Wilkinson did not attend. He was prevented by the indiposition of his lady—Who is since dead. (Communication.) At ten o'clock on Monday evening last, Mrs. Ann Wilkinson, consort of general Wilkinson, expired at the house of Bernard Minimy, esq. the head quarters of the ar- my, after a long, lingering and painful di- nes • during which she displayed the most exemplary piety, fortitude and resignation. It is not within the compass of panegy- ric to do justice to the excellencies of this lady ; alive to every amiable sensibility of the human heart, her whole life represents an uninterrupted stream of goodness, kind- ness, and benevolence—Her charities fell tike the dew of Heaven, on all around her —How often has the panting, fainting soldi- er, been cheered by her beneficence—The inflexible dignity and chastity of sentiment arid Conduct, which marked her every word and deed, seldom equalled hns never been surpassed. Associated from the cradle, and formed to shine in the first circles of her couJitry, she cheerfully and gave her hand to indigent virtue in its humblest attire—she was lively witotit levity, and devout with tit austerity : Her conjugal and maternal tcn- dfeOtss and affections, were pure, ardent, in- variable, and perhaps unequalled—If all the virtnies which ornament, enrich or endear the human character in this scene of wire, can give security for future happiness, she is now sainted in Heaven ; and her afflicted husband must find consolation in the reflec- tion that " She'sgpte, not lost" HIS EXCELLENCY, Brigadier General Jamls Wilkinson. Sir, The subscribers, masters of vessels in the port of Ne.v-Orleans, beg leave to express to you through this channel of communica- tion, the high sense they entertain of your services in the present alarming crisis- Surrounded as we are by suspicious or deluded persons, more than ordinary means are requisite to frustrate their nefarious de- signs, and though we deprecate military as- cendancy in a free government ; yet, we consider it at this juncture, the only alter- native to preserve the peace of the country, and maintain inviolate the real interests of the United States. In all your measures, sir, we have per- ceived the arm of power, guided by the dic- tates of patriotism ; and we are well con- vinced that the civil authority is set aside only because it is incompetent from the na- ture of its process, to avert the storm which was ready to burst over us. What- ever therefore would weaken her commerce, unman her navy, and preserve the remains yf her enemy's trade and colonies, are sub- ject.., extremely delicate, at the present des- perate crisis. " A ministry not firmly seated by success or long "experience, cannot fail to tremble at the idea of' alarming the prejudices of the people. " If, therefore, in America, we should be disappointed in our hopes, I can freely de- clare that my expectations are exceeded. All that is necessary is: acknowledged ; if some- thing yet should be required for convenience it may perhaps be understood. <( I am happy on this occasion to express my conviction of the talents, zeal, and coin- cidence of sentiments in our ministers here. They deserve our gratitude, for they have justi ed Our confidence. M I trust that a deed of public benefit will not be judged by us on local motives ; & that an act formed by two of the ablest and most virtuous men of opposite parties will be con- sidered only trs it relates to the general good. I am certain that this convention will be lit- tle relished in England. In the choice of their negociators, we have been fortunate. Lord Holland, the nephew of Mr. Fox, en- tered heartily into the views of his uncle. 'fhe sickness and death of the latter retarded the progress of the negociation, but it has been settled on the principles of his party. .£ little time more, and that party will be in opposition, and the Grenvilles, or Pitt party, will be disposed rather to resist than to grant. Let those then who may declaim againt this convention, declare if they think that a war with England would be more ad- vantageous to us. for this was the only al- ternative.
