From London papers to March 2, received by ihc Robert Bums, and the Cincinnati: LONDON, February 27. Of the battle of Mohringen on the 25th nit. no further particulars worthy of notice have transpired. Accounts are, however, asserted to have been received from Ham- burg through a very particular channel, of one day later, date than any papers which have reached this country, in which it is stated, that on the 29th of January a gene- ral action took place between the grand French army on the Vistula and the allied forces of Russia and Prussia, in which the i'oiiner were completely routed. It is added that, in consequence of this success, obtain- ed over the enemy, the Austrian*) had at- tacked and defeated them on the sde of Silesia. We should be happy to confirm this intelligence, but as we k'n . >\» not the authority on which it rests we can say no- thing of its authenticity. The latter part appears to us so highly improbable as to throw a strong degree of doubt on the whole statement. The Resistance frigate, captain Adam, from the West-Indies, is arrived at Ports- mouth", having on board upwards of four million of dollars, which she brought from Vera Cruz, by permission of the British and Spanish governments. The Resistance sailed from Vera Cruz on the 14th of Jan. She continued off that port ten days, dur- ing which time no intercourse was permitt- ed between the vessel and the shore. February 28. Letters received at Plymouth, dated in December last, from our fleet in the Darda- . iiflles, state the following interesting parti- Ct»l irs of the state of affairs at that period in Turkey : " The Canapus, 84, rear admi- ral Lewis, the Endymion, 44, and another frigate, are stationed directly opposite the Grand Seignior's seraglio, or palace. The Thunderer, 74, and Standard, '64, and two frigates, are anchored to command the,, passage of the Dardanelles. A few days before thes# letters came away, a Russian Jrigate, from the Mediterranean, passed the Dardanelles, without molestation from the Turkish batteries. But Sebastiani, the French intriguing ambassador from France 1:<5 the Ottoman Porte, made a violent re- monstrance at this frigate passing the Dar- danelles ; he could get no redress, as our envoy ; Mr. Arbuthnot, gave in a represen- tation of the business, and placed it in its proper point of view to the satisfaction of the Turkish government. There are 20 sail _E the line and 15 frigates in the arsenal, but not above five of them half manned. Our ships are all in high order and disci- pline. The Turks treat our people with the greatest civility and attention. Refresh- ments of all kinds are sent on board our men ef war. Our gallant admiral and his officers, and the captains and officers of the other British men of war, frequently dine on shore -with Mr. Arbuthnot. The Temperance, Burroughs, from Phi ladelphia to Hamburg, has had been on shore in the Elbe ana has put into Gluckstadt with damage. PHILADELPHIA, April 14. Accounts from below say, the brig A;\i\, Jane, for Bordeaux, lately driven ashore in our bay, being imloaded, was got off, and be- iag ' ished between two shallops, was coining up, when another gale casne on, and they were obliged to cut away her lashings, and she drove on Joe Flogger, where it is said she stove to pieces. On Sunday last, at noon, it came on to rain and blow at E. .extremely hard, which continued all Sunday night and Monday morning till 10 or 11 o'clock. From the vi- olence of the wind, and its being direct on shore, it is to be feared we shall hear of much damage along our sea board, The ship Ann, Alexander, of New-York, from London, for Leghorn, is captured by a Spanish privateer. NORFOLK, April 9. Wc have it from good authority, that there are now in circulation in this place forc- ed notes of the Baltimore bank of 100 dol- lars, signed James Cock, cashier, and George Vilnore, president : they can be detected by minutely investigating the ca- shier's name, which is badly executed. A Kingston, (Jam.) paper of March 10, says, " Sir Alexander Cochrane has receiv- ed accounts by the Bellisle, (dispatched by government) of the Rochefort squadron, consisting of 6 sail of line and two frigates, having put to sea ; and by a small vessel, captured by the Cerberus, bound from L'O- rient to Guadaloupe, with dispatches ; it was ascertained that they were destined for Martinique. In consequence of which the admiral in the Northumberland, with the Canada and Bellisle, of 74 guns each, prince George of 98, and Agamemnon of 64, ac- companied by the Alexandria, Galatea, and Cerberus frigates, and Dart and Woolve- rine sloops of war, were to sail horn Car- lisle bay, (Barbados) on the 1st inst. for the purpose of cruising oR Martinique, to endeavour to fall in with the enemy. " On the 3d instant, off Cape Tiburon, the Dunrobin Castle, captain Cooper, from Norfolk, engaged a Spanish privateer sctfr of 14 guns, which she beat off without any loss on her side, but captain Cooper thinks the privateer must have lost a good many hands, as she received the contents of four 12 pound carronades, loaded with grape, when close alongside of his ship ; at any rate,j the Dons thought them rather serious, for they out sweeps and pulled off." By this day's mail we have received New York papers, which state, that by the Robert ] Burns and the Cincinnati they have received London papers to March 2. Although these papers afford nothing later ;, from the continent than the Russian official 1 account, as published in the Gazette of Mon- ¦ day ; yet that account is given, and thus all ] that we have published is confirmed. The irreconcilea'ole difference between the French and the Russian and English ac- ! counts, produces the impression that both stories are exaggerated. We *>e confident, however, that the friends of INupolecn will be less pleased, the oftener they peruse hit ! isnvn account, in the bulletins. It is remark. | able, that although the French boast of hav- :, ing retained the ueld,yet they make no men i tion of captured or killed generals to balance 1 their own numerous losses in this depart- ¦ ment of the armies. The bulletins declare the Russians to have fled 100 leagues beyond- the Vistula! mon- strous absurdity ! Beyond what part of the Vistula did they fly 300 miles ? t and in the neighborhood of the Vistula, between Mohringen and Thorn, they defeated Ber- nadotte—-deduced from the Russian state- ment and in the next breath they have fled 100 leagues, over ground covered three feet with snow, during which retreat they must have dragged more than an hundred cannon, for the French allow there were 300 on both sides, and they won 45. It does not appear, in official form, frqm thw whole accounts, that there has yet been a general engagement. But this must soon take place ; and if it should not, a few such •victories as the French have gained, will, in their own estimation, be " an event (to use the emperor's language) such as >was no! ex- pected." The article from Constantinople is im portant at this crisis. On the 16th ult. a house belonging to Mr. Eddy, of Eddington plantation, District of Maine, took fiie, and was entirely consults ed. A child of Mr. Eddy, and a child of Mrs. Persons, perished in the flames. It is reported, says a Richmond paper, that colonel Burr and chief justice Marshall dined together at Mr. Wickham's since the examination. ORDERS OF COUNCIL. GEORGE R. L. S.—Additional instruction to the com- manders of our ships of war and priva- teers. Given at our court, at St. James', the 4th day of February, 1807, in the forty-seventh year of our reign. Our will and pleasure is, that you do not interrupt neutral vessels, laden with cargoes consisting of the articles herein after enume- rated, coming for importation to any port of our United Kingdom, (provided they are not coming from any port in a state ol strict and rigorous blockade.) And in case any such vessel so coming with such articles, shall be brought for adjudication before our high court of admiralty, or any court of vice-admiralty. We hereby direct that the same shall be forthwith liberated, upon a claim being given by order on behalf, of the merchant or merchants, to whom such articles are coming for importation.
