No mails have yet arrived from the conti-
nent, hut some accounts have been brought
by ships from the coast of Holland., which
state, that a few days, since a report prevail-
ed at «'.(otterdaai, of a great battle having
been fought on the 6th of February, in
which the Russians were repulsed with great
loss ; but that, to secure the repose of the
French army during the remainder of the
bad weather, the cantonments have been con-
siderably withdrawn from their advanced
position, as being too much exposed to the
repeated tho'fruitless attacks ol the " barba-
rians."' This rumor of a battle on the 26th,
perhaps relates to that of the 16th, the French
account of which has already appeared. Of
the retreat of the enemy, we have little
doubt.
We are anxious for the arrival of intelli-
gence from the continent ; for soma great
and important change in the state of affairs
must soon take place. The negociations at
Warsaw must end in some positive determi-
nation. Bonaparte will never suffer Austria
to remain in her present indecision. In his
present situation, all his movements are ne-
cessarily cramped by the apprehension, at
least, of her possible hostility. A move-
ment of the Austrian armies might in a mo-
ment cut off his supplies ; and, in the pres-
ent circumstances of the campaign, endan-
ger the very existence of his army. Is it
credible, therefore, that Bonaparte, with his
cha'.'.ieteristic arrogance and ambition, will
suffer the fui tuer continuance of this state
of things ? What, then, will he bis course ?
He will endeavor either to bribe Austria, or,
what is perhaps still worse, to awe or cor-
rupt her councils.
It is indeed no le";s lamentable than true,
that the French intrigues have obtained a
most unnatural prevalence even in the very
cabinet of Austria. It was so in Prussia,
and hence the alternate resolution and tiini
dity of that unhappy government. There
was an opposition which was powerful
enough'to render the best resolutions nuga-
tory, if not to procure the execution of the
¦worst. We much fear—we saj it with re-
gret, but we do not say it without sufficient
grounds, that there is something of the Same
kindi.i the present Austrian cabinet. The
archduke Chailes, the best hope of Europe
and of his own house, has too long and too
successfully been opposed by this secret, par-
ty. We have only to express our hopes,
thi t he may finally prevail over it. The late
accounts received by government are not very
favorable.
London, March 23.
The blockade of Trieste has been raised
fcr the present, in consequence of a confer-
ence between the governor and the British
cemmodore; the port, however, continues
shut against the English and Russian, ves
9*ls, ami if that unwarrantable system of ex-
tlu-ion is still persisted in, the blockade will
be of course resinned.
rWTCH TfSPEDITlOiJT.
The expedition wnicb sailed from Holland
the latter part of February, and was compell-
ed to retur i by bad weather, was mirier the
charge of general Daendels, and supposed to
be bound to the East Indies. It consisted of
Ib»r frigates and several transports, all full
of troops. Stores, it is said, had b.-en pre-
viously sent off i:i American bottoms, hired
for the purpose. One of the frigates has
been lost.

MONDAY, APRIL 11.
A schooner, Baltimore built, from St. Do.
mingo, was taken at the mouth of St. Tho-
mas, on the 20th March.
The Susan and William, and the Harriot,
from Baltimore, arrived at Boston, 20th
April.
April 3, was spoke ship Nancy, 22 days
from Baltimore for Liverpool.
On Sunday last, an ark in descending the
Conewago Falls, in the river Susquehanna,
having 80 barrels of flour, 1000 bushels of
wheat, and 10 men on board, was unfortu-
nately shattered to pieces. The flour and
wheat were altogether lost, and two of the
ark's crew drowned ; the rest saved them-
selves on the broken remains of the ark.
Govei-rov Hyslop, of the island of Trini-
dad, issued his proclamation, on the 4th of
March last, appointing an inspector and
weigh master, of all articles of importation
which are sold by weight or measure." All
articles of American produce are to be by
him inspected immediately after entry ; and
his award is to be conclusive in all cases
where the amount does not exceed 50 dol-
lars—if over that, an appeal may be made to
the governor and council. Merchantable
boards must be 3-4 of an inch thick ; plank
1 1-2 inches ; cypress shingles, 17 inches
long and 4 broad ; hogsheads staves, 3 feet
S inches long, 3 inches wide, and 3-4 of an
inch thick ; Boston shingles, 12 inches long
and 3 wide ; hl'.d hoops, 12 to 14 feet long,
25 in a bundle ; all which fall short of this
description will not be deemed merchantable.
Barrels of flour must contain at least i96 lb.
and barrels of provision 190 lb. net to be
merchantable. Articles imported from the
U. States are hereafter to pay a duty of one
shilling per ton ; and to be rated as follows :
600 feet of boards, 1 ten ; 360o southern
shingles, one ton ; 4000 Boston shingles,
one ton ; 2000 clapboards, one ton ; 700
dressed or 6000 wrought staves, one ton ;
Q9hhd. shooks, one ton ; 10 barrels of beef,
pork or flour one ton.
The cargo of the Prussian ship Louise,
Heys, captured on her passage from Balti-
more to -Amsterdam, was restored to the clai-
mairs 3d March, by the court of admiralty,
on the payment of the captors expences in-
curred in taking examinations and deposi-
tions.
