French frigate Penelope, then lying in Ver-
dun Roads, whose boat had just returned
from Bordeaux, with intelligence of letters
being 'nst received from Paris, stating that
the Telegraphe announced, that Bonaparte
had surrounded and was about entering Ko-
nigsberg ; and that the king of Prussia had
removed his head-quarters to Mcmel.

Eftmrt of a 'letter from a res/tectable house
in St. Thomas, to their correspondent in
this city.
"Your debenture for gin will cost you
15 dollars,..as every oath administered here
is 8 dollars. This is in consequence of there
being no American consul at this place.—
Captain M'Gregor is here, and said to be
appointed consul, but his commission is not
arrived."
[Our verbal information from St. Thomas
agrees with the foregoing, and adds, that

Constantinofi/e, January 25.
Preparations for war are continued with
rnuch activity. They are erecting batteries
on. different parts of the coast, particularly at
Bujukdere. The Ottoman fleet stationed
before the latter place is daily increasing ; it
is already composed of more than 30 sail
of ships, among which are 8 ships of the
line. The Porte expects also a succor of 30
vessels of war, which the Barbarian states are
going to send to her.
Hague, March 1,
The misfortunes that have happened on
oar coasts by the tempest of the 18th ult.
and by that of the 26lh are beyond belief.
Every letter and private account contain the
most distressing details of the dreadful ef-
fects of those hurricanes. We hear from
every quarter that they discover daily wrecks
of vessels, and dead bodies. It is yet im-
possible to know the whole extent of the
¦disasters that have happened those two
Slights.

Notice.
I have seen, in the Federal Gazette, a No-
tice, signed by Mr. Jcjin Ciicsna,, which I
suppose to have been published in one of that
gentleman's lunar spells, or lie would not have
closed his little notioe in so short a way. I
mean, as usual, to be moderate. I call on the
gentleman to prove atw attempt on my part to
injure him, and particularly to shew reason
for supposing that I toKould collect money due
to him, when he knows that I refused, months
ago, to receive money Sir him.
I could wish that th ft poor old man had Blot
been so much agitated, on being fairly duell-
ed in improper conduct ; which will soon ap-
pear (with proper vonxshers, if necessary,) in
my answer to his " Furitber Notice."
