Four days after sailing from Gambia, cap-

of 22 guns, and 210 men, 20 days from
Bordeaux, on a cruize on the coast. They
robbed captain P. of all his stock of sheep,
goats. &c. four slaves and a black apprentice.
The French commander declared it was his
determination to capture every guineammi
lie fell m with either British or American—
and was only prevented from carrying this
threat .into execution with captain Pearse,
from the circumstance of the mast of the
sloop being carried away and conceiving it
not possible to get her safe into port. The
corvet had a few days before captured two
British Guineaman-—and after taking out
thejr crews and 3S slaves ordered them for

LYNCHBUUG, (Va.) May 7.
Earthquake.—On the morning of the 1st
inst. at day-break, a severe shock of an
earthquake was experienced at this place.
The tremulous motion of the earth was such
as to agitate the houses in such a manner,
that the noise made by the furniture, win-
dows and doors, awoke the most of those
who slept. The agitation bore proportion
to the height of the place.
On Mount Athos, the very elevated resi-
dence of major William Lewis, near Ifoss's
iron works, on James River, about seven
miles to the South of Lynchburg, bis large
stone dwelling with ail its contents, were
so shaken, and in his opinion for upwards
of a minute, so as to excite extreme alarm
— Such was the tremulous motion, and so
long continued at the plantation of major
John Ward, situated also on an eminence,
in sight of and about a mile and a half dis-
•¦Kir..v hence', on the Amherst shore, that
the affrighted negroes precipitately deserted
their i..:'.'.nit, and ran to the overseer's house

DEMOCRACY EXPLAINED,
At a late meeting of the Tammany Soci-
ety, or Columbian Order, in Philadelphia,
Mr. Binns delivered a " long talk,", from
which we extract the following paragraph.
[TEXT]
" Few and simple are the principles of
" democracy. Vni-versal 'suffrage—freqiieyt
" elections—rotation of and responsibility
" in office. These are the pillars of democracy
" and they are sufficiently strong to resist,
" and to crush, foreign despots, or native
" traitors, who rosy presume to call ill ques-
" tion the sovereignty of the American
" people.
After dinner the society, among others,
drank the following toast, the meaning of
which cannot be misunderstood. First cre-
ate a man consul for life, and it is no difficult
matter to confer any higher title on him.
The toast was,

The schooner Experiment, of Baltimore,
captain Loving, bound to Montego-Bay, (Ja-
maica,) was taken on the second of A-
pril, after three horns chase by a French
schooner of 18 guns. The privateer came
alongside within pistol shot, and fired about
50 musket balls on board. One of the offi-
cers came on boaid, took the speaking-
trumpet, and beat it ail to pieees over capt.
Loring's head ; then took captain Loring
on board the privateer, the captain of which
took his trumpet and served captain L. in
the same manner ; then plundered him of al-
most all his clothes, and robbed the vessel of
articles of considerable value : afterwards
they put men and a prize-master on board
and ordered him for a Spanish port of St.
Domingo. On the 4th of April was retaken
by an English brig of 14 guns, and sent in-
to Kingston, (Jamaica.) \_Amcrican,~\

Extract of a letter from a gentleman of New-
York, who went passenger in theFebi uary
Packet Diana, from that place for Fal-
mouth, dated
Oporto, March 26.
" On the i5th of March, we discovered
we had sprung a dreadful leak in the bows,
close to the kelson, which could not be got
at to stop, she constantly made two feet
water per hour, so that we were obliged to
keep the pumps going night midday. We
bore away for Lisbon, but not. being able to
make it, stood for this port, where we after
many difficulties, from adverse winds, ar-
rived safe."
LATEST FOREIGN NEWS.
From a London paper of the evening of the
2d April, received from Londonderry at
New-York. London, April 2.
Yesterday at 12 .'clock, his majesty came
from Windsor to the Cueeii's Palace. About
half-past one o'clock, his majesty gave an
audience to lord Erski-ae, when his lordship
delivered up the great .seal. At two o'clock,
his majesty held a private levee ; at which
the following had the honor of kissing his
majesty's baud upon their several appoint-
ments—Lord Eldon. on being appointed
lord chancellor. Mr. Robert Ward, on be-
ing appointed a lord of the admiralty. Mr.

to lire Rhine. Both parties, alter the late
tremendous trial of strength at liylan, where
nature turned'pale at the sight of so much
destruction, are bringing up their reinforce-
ments. We have already mentioned, that
tile intention of the French is to turn the
left wing of the Russians. But this inten-
tion is understood ; Essen is opposed to
Massena, with a superior force ; and unless
the former be defeated, this last combina-
tion is disconcerted and Napoleon must re-
tire.
We have seen some.letters respecting the
battle of Eylau, which throyv new' light on
the circumstances leading to that tremen-
duous conflict. Bernadorte, alias Ponte Cor-
vo, bem., greatly pressed, sent for reinforce-
ments. His Courier was intercepted ; and
Bonaparte advancing to Konigsbnrg, found
himself in front, not of a Russian detach-
ment, but of the main army. A battle was
then unavoidable ; and it exceeded, those
letters say, all that has ever been heard of
or read in history. The number of the kill-
ed and wounded amounted to no less than
55,000 men.—Of these put horse de. combat
15,000 were Russians,' and 40,000 French..
The greater loss of the latter arose from their
,-iovaioo.ing upon the most fortified part of the
Russian line where almost eveiy assailantfell.
'lhey suffered also in another way. The
Gens d Annsa.C/tcjal made thVir way thro'

The Russians formed a .compact n»ss a
column of garaitite, as. the. French would ex-
press it ; but before night' ..rriviid, the ap-
pearance of the Prussian army, which had
been fighting all da}', put an end to the
conflict, and caused the French to retreat.
Thursday aftcr.noon April 2.
. .Foreign panels to the 28 ult. have reached
US which .ibounAunpacifieji'eports. It seems
to be a general opinion on the continent,
that, a negociation for peace, under the me-
diation of the court of Vienna, has either
been actually commenced, or is about to take
place between France and Russia. We trust,
however, that the intercourse between the
cabinets of Vienna, and St. Petersburg has
some better object ill view than to relieve
Bonaparte frovi his present embavrasments,
by a prtcipit'.\'.e and ill advised peace, which
he would maintain just as long as it suited
Ids convenience, and not one moment lon-
ger. . According to every appearance they
have at last got the tyger in the toils ; and
it is their fault if they let him escape. The
following is an article from
Stutciart, March 14.
The reports of an armistice are still in cir-
culation ; and it is added, that since the me-
diation of the court of Austria has been of-
fered, the emperor Napoleon has expressed
his willingness to treat with Bussia upon the
conditions offered by M. D'Oubril. We
mention these things merely as rumors ;
they only serve to shew the sentiments the
people of Germany entertain of the modera-
tion of the emperor Napoleon.
We add anothtjr fromFrankfort,Marchl5:
" For some days past there has been a re-
port of a three-fold alliance between France,
Persia and the Porte. Some say it is alrea-
dy signed by the two latter powers, and
that France will accede to it.
" The news from Vienna Continues to
wear the most pacific complexion. We are
assured that bare St. Vincent's mission to
Warsaw has had the happiest consequences,
and that Austria will now exert all her in-
fluence at St. Petersburg to induce Russia
to make peace ; but, say these advices, if,
contrary to ail expectation, the efforts of the
court of Vienna are not crowned with suc-
cess, Austria will be more determined than
ever to remain neutral during the present
contest."
