At a numerous meeting of the citizens of Wilmington, in the stale oi Delaware, pur- suant to public notice, John. Dickinson, Esq. vas appointed Chairman, and Oulcrbridge Horsey, Esq. Secretary. The President's Proclamation and the com- munication of the committee at Norfolk relative to the inhuman violence committed on the frigate Chesapeake, were then read and duly considered ; whereupon Dr. James Tilton, Samuel White, Esq. John Warner, Jidward Roche, Esq. Jacob broom, Esquire, _b*ne>_f A. Resolved, That a copy of these proceed- ings be transmitted to the President of the United States and the Governor of this state ; and that they be published in the news-papers. " A letter iVom captain De- catur is just received by ex- press, dated Norfolk, July 4, stating that on the preceding evening the four British ships appeared in Hampton Roads, and by their movements ma- nifested a determination to take the frigate Chesapeake. All hands were accordingly at quarters all that night.— The next morning at day- break, thre3 tenders were ob- served sounding the Chan- nel. On the 4th, in the morning early, they brought to a vessel going from Hamp- ton to Norfolk, and by her sent a letter, from commo- dore Douglas, declaring, that if they did not rescind their resolution, he would cut off ill communication with Nor- folk by water, so as to allow no vessel whatever to go to or from that place, and on the 4th, a small vessel pro- ceeding from 'Hampton to Norfolk was fired at and turn- ed back. They have sent several insolent messages to Norfolk; among others, that if they did withhold from them all supplies, they would take them by force." Something further.—The report of this morning (says the New. York Evening Post of Friday last) turns out to he trio | ue that the Revenue Cutter cf the United States, having the Vice-President on board, with his daughter, was hailed and ordered to bring to, and a gun bred for that purpose by one of the British squadron off the Capes ef Virginia. Finding she kept on, they man- ned a launch and chased her, but a breeze springing up, the cutter was soon out of reach, on which the launch gave up the chase after firing a, vclly of masquetry. The Hatton, of Nevv- bern, sailed in co. Saw her boarded by an English privateer in sight of St. Kitts, and made a prize of her. Came into the Capes on Saturday morning; saw nothing of any of the English ships within »he Capes. On Friday about 15 leagues from the Capes, saw 2 large ships standing to the northward and eastward, supposed them ships of war. " Capt B. reports that a capt.
