on this subject, of his diligent inquiries :
" On the great topic in controversy be-
tween the U .itcd States and Gieat- 'ritain,
¦we have mode diligent search and inquiry.
We cannot rind or learn any thing in tne
p feedings of the English government, or
contact of the English people, that does
not iear the most pacific aspect, towards this
co 1 irry. \ war witn us is deprecated by
all orders of men ; and every tiling but the
sacrifice of the national security, or prostra-

ceded to prseerve a good understanding.
And we are assured from good authority,
that all the treaty differences in dispute will
be amicably and satisfactorily adjusted, if
' ' tlie 'government of the United States wishes
a friendly adjustment. This disposition,
¦we are assured, did not arise from any fear
of the consequences of war ; but from a-de-
sire to prolong the blessings of peace and
good will.

y*:i re.e. ced from Ncvi&orl, per sloop Rover,
On receiving tenders of service from va-
rious militaiy corps, 1 have usually address
ed the answer to the officer commanding
them. Observing in the address of the mas-
ter mariners of Baltimore, of July 16, that,
beinc probably unorganised, no command-
ing officer was named, I considered the
first person on the list of subscribers as a
kind of foreman, and therefore addressed
my answer to him. I now, with pleasure,
correct, on reflect! n, that error, by enclos-

the channel of c mmunication, having no-

•Sir,
In behalf of the master mariners of the
port of Baltimore, I nave the hon r to en-
close you a tender of their services, when-
soever and wheresoever the irterest of their
country may require them.—It is peculiarly
the province of the mariner, to feel solici-
tude for the success of measures intended
to restrain the lawless exercise of po er on
the high seas. Exposed as we necessarily
are, to the. abuse of this power ; and know-
ing, as we'll from long experience, as from
the recent outrage, which has roused the
sensibilities of the nation ; that we may ex
pect tube individually oppressed, until the
pretended right of impressment on the high
seas be relinquished, we shall be forgiven
for expressing the hope and expectation that
the efforts of our government will not be
relaxed until this desirable cud is accom-
plished. In aid of those efforts and in sup-
port of whaU-ver measures our government
may deem necessary, the enclosed tender of
uur services is respectfully made.
I have the honor to be,
with perfect reepect,
Sir,
Your obd't humble serv't,
THORNDICK CHASE,
Chairman,
Baltimore, 58th July, 1807.
Monte Viedo:—A letter from an officer of
rank at Monte Viedo to his friend in Eng-
land, states the important fact of the people
of Buenos Ayres having declared them-
selves an Independent Na,i n .
'• Monte Vif.do, March 16.
" An event of the most extraordinary na-
ture ha. just come to our knowledge, « hich
is, that the people of Buenos Ayres, with a
Frenchmen of the name of Lmiers at their
head, have declared themselves an indepen-
dent nation, like N. America. In answer |
to a fl.g of truce they say, that if me support-
them in thi.s object, they will receive us with
open arms, as their deliverers ; but, on the
contrary, if we want to make the country a
colony to G. Britain, they ill contest to tne
last inch. In the mean time, weareobliged to
content ourselves with remaining as we are, as
our general wisely conceives his force too
small to divide, by leaving a garrison here,
and with the remainder to attack Buenos
Ayres; he therefore has determined to wait
reinforcements, or perhaps as they are
quarreling among themselves, we may at
last be called in to settle the dispute. I
have been with the generel 50 miles up the
country, whi :h is one continued flat, as we
are told of 500 leagues without even a hill.
It is thinly inhabited, and fhose p or and
wretched in the extreme, owing to the nar-
row policy and oppression of the Spaniards.
They are as you know from what has been
written of the country, of a dark coppei
color with remarkable long black hair ;
but, I think, the finest muscular m«de men
1 ever beheld; in general they are very tall ;
I think the women are indeed xtremely
handsome ; they Ire, to be sure in the
greatest filth. I do not exaggerate when
I tel you the price of an ox is a dollar, and
of a very good horse from two to five.
With both those animals the whole face of
the country for miles is covered.
