Before the -worshipful Il"nry Moreton Dyer, Esq. sole Judge and Commissary'. Friendship, Whiti, master.—Mr. Arm- strong, solicitor-general, piayed the claim by him given (in behalf of John Caldwell, of Hartford, in the state of Connecticut) to be admitted, and the said ship and her cargo to he restored as claimed. Mr. Whyliy, king's advocate, prayed the said claim to be rejected and the said ship and cargo be condemned. His honor the judge having heard the said claim and proof ical, and the arguments el advocates and proctors on both sides thereon, reject'-ri the- said claim, pronounced the said ship, her tackle, apparel and furniture, and all and every the goods, wares and merchan- dizes o i board of her laden, to have belong- ed, at the time of the capture thereof, to the enein es of the crown of Great-Britain aud Ireland, and as such, or otherwise, subject and liable to confiscation, and by interlocu- tory decree, condemned the same as good and lawful prize to his majesty's ship Elk, Jeremiah Coghlan, esq. commander. Exposed as we necessarily are, to the. abuse of this power ; and know- ing, as we'll from long experience, as from the recent outrage, which has roused the sensibilities of the nation ; that we may ex pect tube individually oppressed, until the pretended right of impressment on the high seas be relinquished, we shall be forgiven for expressing the hope and expectation that the efforts of our government will not be relaxed until this desirable cud is accom- plished. Monte Viedo:—A letter from an officer of rank at Monte Viedo to his friend in Eng- land, states the important fact of the people of Buenos Ayres having declared them- selves an Independent Na,i n . '• Monte Vif.do, March 16. " An event of the most extraordinary na- ture ha. just come to our knowledge, « hich is, that the people of Buenos Ayres, with a Frenchmen of the name of Lmiers at their head, have declared themselves an indepen- dent nation, like N. America. In answer | to a fl.g of truce they say, that if me support- them in thi.s object, they will receive us with open arms, as their deliverers ; but, on the contrary, if we want to make the country a colony to G. Britain, they ill contest to tne last inch. In the mean time, weareobliged to content ourselves with remaining as we are, as our general wisely conceives his force too small to divide, by leaving a garrison here, and with the remainder to attack Buenos Ayres; he therefore has determined to wait reinforcements, or perhaps as they are quarreling among themselves, we may at last be called in to settle the dispute. I have been with the generel 50 miles up the country, whi :h is one continued flat, as we are told of 500 leagues without even a hill. It is thinly inhabited, and fhose p or and wretched in the extreme, owing to the nar- row policy and oppression of the Spaniards. They are as you know from what has been written of the country, of a dark coppei color with remarkable long black hair ; but, I think, the finest muscular m«de men 1 ever beheld; in general they are very tall ; I think the women are indeed xtremely handsome ; they Ire, to be sure in the greatest filth. Three days before the Eliza sailed, an English frigate landed 100 men, for the purpose of taking out two valuable prizes, plundering and burning the place. They were opposed by 400 Frenchmen, who kill ed and wounded 20, and took the rest pri- soners, who afterwards would have been massacred by the Spaniards, if they had not been protected by the French privateer's men. 1'hey expected an attack every day from the British—the place was , in great confusion ; all the privateers were getting ready to go to St. Jago, to avoid the storm.
