Mr. Foulson, I hand you for publication a resolution entered into by both houses oi the legisla- ture of Pennsylvania at their last session. It is now before the governor, and a.vaits his constitutional decision. Its purport is so novel in a reTmed and li- terary age—its tendency to shut out all those lights which can be thrown on points of 'the highest importance, to life, liberty and pr perty, by the reflections, writings and decisions of profound and learned men, in foreign countries, is so obvious, that the publication of it cannot fail of exciting a strong sensation in this commercial city. Extract of a letttsr from a gentleman i't An- napolis, to his friend in Washington, dated thsr^xst ult: You have no doubt heard of the affair of the pirate that some days past fired on and took possession of the ship Othello from Liverpool bound to Baltimore. On Friday last we heard here that the pirate had gone up the bay : the only vessel in our port that was fit was immediately got ready and apart of the artillery and infantry of this 'place were sent in search of her, together v. ith a bargje from the French 8d gun ship. Hearing also that some suspected persons had gone up the road, a detachment on horseback was sent after them, and in the evening returned with five Frenchmen, who acknowledged that they had a few days be- fore left the pirate schooner, and were on their way to Baltimore The vessel return- ed without being lucky enough to fall in with the pirate. 1 was present at the examination of the five pris ners, so were several of the offi- cers of the L'E le, viz. the captain and o- thers—also captain la Viileau of the Patri- ot. They shewed great anxiety, and a de- sire to bring the culprits to justice. They turned out to be deserters from the L'Eole and Patriot, who were inlisted in Balti- more, they say, to go to the West-Indies, but finding themselves deceived, had desert- ed. The officers of the pirate schooner were Frenchmen from Baltimore, not here- tofore connected with the. French ships of war. As s ion as the militia of this place were making a stir, the officers of the L'Eole offered any part of their crew to aid us, to- gether vith their barge and gufis and am- munition. Their barge that went out was manned in part with Frenchmen. I feel hurt that the French officers should be sus- pected as it appears they are. They have manilested every disposition to the contrary, which ought to be made public. A schoo- ner from Baltimore manned with militia has taken the pirate and carried her to Balti- more. Part of the crew made their escape, andpart were taken by cbm.Krohm and are confined on board the Patriot. The publishers of daily papers are re- quested to give this one or more insertions. New-York, Sept. I, 1807. The reverend Mr. Blackburn will deliver a di: course in the second Presbyterian church to-morrow, in the lore-noon, and in the Methodist church in Light-street, at 3 .'clock in the afternoon. INFLUENZA. This distemper prevails to an unusual de- gree throughout the country. Almost every person in this borough is afflicted with it; and it prevails to an alarming degree in the surrounding country. A gentleman from near" the mountain informed us that there were ten in his family afflicted With it. KNOXVILLE, August 15. Death of Doublehead. On Sunday night last, Doublehead, one of the chiefs of the Cherokee tribe of In- dians, was shot in the head by some person, who, unobserved, entered the house of the Broom, where he then was, and who puffed out the candle and escaped without being distinguished. Doublehead was removed by the Broom to a house in the neighborhood, where he continued to live until Monday evening, when a party of five Indians, sup- to be in league with the person who hot him, discovered his place of con- cealment, tired balls through his head, and it to jelly with the butts of their pistols. Circumstances fix suspicion on a couspicu ous settler in the nation, as the contriver of 1 eath. To the Editor of the Mercantile Advertiser. Sm, Among all the depredations and out- rages com mtted on American commerce by the belligerents, the following deserves a place in our attention. The American ship Vermont, Lyman, owned by Messrs. J. & E. Lyman, of N. York, bound from that port to Leghorn, was captured in the beginning of March last in sight of her port of destination, and car- ried into Porto Ferrajo, in the Island of Elba, by a French privateer. Tne con- signees made an immediate applicati >n to the court of Pisa, which granted the requi- site permission fir obtaining the liberation of the said vessel under a guarantee, with which the Marine agent refused to comply, until he had received instructions on the subject from the Prefect at Goulou. Ev'e- ry measure was taken by the concerned to hasten the reply, but to no purpute, none could be obtained. Thus circumstanced, the consignees made another application to the court ot Pisa and obtained its special sanction and authority to bring the cargo to market (part of it being perishable.) under such guarantee as the captors should require. The notorious injustice of the capture of the said vessel, induced the French consul to interpose his influence, and the French merchants resident at Leghorn offered their security and guarantee (which the laws of France require to be French in such cases) in order to < btain the release of. ship and cargo. All was of no avail, however. The Marine Agent premptorily persisted in his refusal to accept of any security or gua- rantee whatever ; and intimated, that the original papers of ship and cargo were trans- mitted to Paris for the inspection of the Tribunal des Prizes, whose report alone should govern him. This report had »ot arrived at Porto Ferrago in June last, and very probably may not do so for months to come. In the mean time this valuable ship and cargo remain utiderthe most unwarrant- able and infamous detention. In most cas- es of the kind by the British, where satis- factory security for ship and proceeds of cargo have been offered to the captors or Court of Admiralty, permission has been granted to proceed to market. This deten- tion is therefore attended with peculiar ag- gravation ; not singular, however, for there are several vessels detained in the same situatien at Porto Ferrago. The Vermont attracts particular attention on account of her value, which is two hundred and fifty thousand dollars. Port of Baltimore.
