The committee who were appointed to
take into consideration the state of the W.
India colonies, have reported to the British
house ot commons the small profit the plant-
ers receive on their sugar and ruiaAthe low
price f hich they ascribe tc iy of
intercourse bet een the hostile colonies and
Europe, under the American flag by means
of which, they say not only the d*»le of
their produce is carried to a market hut at
charges little exceeding those of peace ;
v. hile the British planter is burthened with
all the inc nvenieuce, risk and expence, re-
sulting from a state of war. In order to
counterbalance, in some degree, the advan-
tages enjoyed by the hostile c Lnies, and
afford relief to the British export trade, the
committee recommend a strict blockade of
the ports of the enemy's settlements—also,
" the enforcement of those restrictions on
the trade between neutrals and the enemy's
Colonies, which were formerly maintained
by Great-Britain." As it may be appre-
hended, that from the adoption of such
measures, difficulties might arise in that in-
tercouse from which the West-Indies at
present derive a considerable proportion of
some f their supplies, the committee sug-
gest, that supplies of lumber, flour and fish
could be obiained from Canada and Nova*
Scotia, and the deficiencies in other articles
of salt provisions might be made up bp sup-
plies from Europe.
If the above report be adopted by the
British government, need we say that it will

of the United States ?

For the FEDERAL G \ZETTE.
Since the name of Mr. Jesse Hollhigswonh
has been announced as a candidate for a
seat in our next legislature, the tongue of
slander has been busily employed in disse-
minating the most foul and base calumnies
against him for his ailedged conduct whilst
our representative in the year 1787. His
insidi us opposers, inwhispeif .ill tell you,
that he was then in favor of passing a law
that would have been greatly oppressive on
the po r who were not able to pay their
deb's. If the whole tenor of this gentle-
min's Hie dd not sufficiently refute the
charge, (by his unbounded philanthropy and
univer-al attrition to the poor of every de-
?cription,) it could also be said, that when
the la here alluded tr> was before the house
of delegates Jesse H d'ungsworth was the
man who, af'.cr getting the bill so m dified
that no poor m i'm who hud a family cou:d on
any account be oppressed by his unfeeling
creditor, had the address and g .od manage-
ment to deieat the bill altogether—as he did
the pernicious attempt to get a large emis-
sion of paper money pawned on the public,
and for which every free man in the state
ought even at this day to acknowledge his
gratitude to him.
But some interested men in the neigh-
borhood of the new docks, say that Jesse
H.Uhigsworth will oppose the extension of
Pratt-street acrossEllicott's Hollings worth's
and Cie.ipside docks. 'Ti.- granted, he may
oppose so iniquitous an attempt to render
moie valuable property on the new docks,
by destroying the first whar es and docks
that were biylt in Baltimore, and but for
which the ne docks wonid most probably
never have been thought of. Who is there
that w >uld be willing to have his hou^e
pulled do/.n about his head, to render more
airy and agreeable (he palace of his neigh-
bor I Or iv hat man dare say to his neigh-
bor, >' Tne beauty and convenience of my
ntighboihood require that your house should
be demolished ; and if you don't agree to
let me destroy it, I *jll pi tin n the legisla-
te e ler a law to enable me to do so with-
out your consent;" when the only argument
that can be adduced for* this wanton viola-
tion of private right is, that by dcs.r lying a
part, tile remainder will be the mure valua-
ble— But to whom ? Nut to h.m who has
no property left, but to him whujj house

They well know, that the substantial inte-
rest ot the eity can never be p's.nr ted by

But, supposing that no man, birwevet self-
ish, would e-ptct the piopeity was 10 be

Is the merchant in Matket-stieet (,ho now
pays on a dray load of goods from Cheap-
side to his store twenty-five cents, v hen he

any thing ? Or the fl ur-dealer in Howard-
street, (who is thus removed halt a mile fur-
ther from a landing,) is be to pay any thing ?
Can the great number of coopers afford to
pay any thing, who now have tieir staves
landed at the head of the basin, but who
would have to haul them from the lower end
of the city, in case Pratt-street was extend-
ed ? No. Then if every person who lives
west of South street would be injured by the
extension, they ceVtainly would not submit
to a general city tax f r the purpose of rais-
ing a million of dollars the whole benefit of
which would go into the pockets of the
holders of property on the wrharves below
Cheapside. Supposing the impropriety of
extending Pratt-street to be obvious to eve
ry leflecting mind, let me just ask the ques-
tion, whether we have one citizen among
us to whom the city of Baltimore is more
indebted for its present sate of opu'enee,
than to Mr. Hollingswoith ? Or have we a
person who has oftener relieved the afflictions
of the poor ? What man ever applied to him
in distress, that went away empty-handed ?

and Duncan, dated Liverpool, Aug. 25.
" Since our last advices we have had a
continuance of unusually favorable weather
for the harvest, and we learn from all parts
of the kingdom that the crops are good in

for grain and flower has, in consequence,
become wholly suspended ; the holders are

The English China fleet have sailed for
England with only a small part of their car-
goes ; not having been able to settle the
controvei sy which arose respecting the
death of a Chinese.
Singular Coincidence.
An examination has been proceeding be-
fore the police of Paris, almost at the same
moment that a similar inquiry was going
on before the magistracy of this metropolis,
on one and the same subject. A person of
the name of Te siure has been accused of
blowing a certain powder into the eyes of
those drawn as conscripts, which produced
an inflammation, and consequently incapaci-
tated them from serving in the army. An
ointment was also four.d in his possession
cimpounded for the same purpose. M. Tes-
siare's practice has been very extensive :
