Boston, in a short "passage.from Malaga.—
She sailed from New-York on the 25th of
July, with dispatches for the cpminodore of
the tmerican squadron, who was at Malaga.

and has performed her voyage in about 70
days.
A let'er from Liverpool, of Sept. 9, to a
mercantile house in N. York, contains the

The editor of the American Citizen, tak-
ing notice of the infamous attacks made by
certain democratic papers, on chief justice
Marshall, has expressed himself in a man-
ner that does him infinite credit. After ex-
tracting a scandalous paragraph from a Bal-
timore paper, entitled the Whig, he goes
on thus :
" Surely proof more ample than his pa
tience, than his copious and elaborate opi
nions, is necessary to warrant this audacious
assault on the chief justice of the supreme
court of the United States. What ha3 be-
come of 'he order and decorum, the sober
reflection and the sedatereasoningforwhich
the United States are distinguished, when
this violence and outrage can pass without
notice."
After several very proper remarks, he
concludes thus :
" If, however, I may be allowed to ex-
press my opinion, it is that the chief justice
is not the real object of attack, but that in
Baltimore, Philadelphia and New Yoik, a
combination of a few men (and they are ve-

The ADDRESS of the MANAGERS of
the DISPENSARY.
Friends and Fellow-Citizens,
It is now almost seven years since the
institution-which we conduct was establish-
ed, during v,hich time the district in which
you reside has enjoyed an ample share of its
benefits. . Since the period at which the
sick poor were placed under the care of
three physicians, the objects of charity re-
siding in your district have enjoyed the at-
tention of one of them, to whom a salary of
300 dollars has beffn given, and an allow-
ance made of 80 dollars per annum for me-
dicine*; and while the indigent sick were
under the care of a greater number of phy-
sicians, those of your district bad their full
number allotted tliem. Nor have those
who were able to come abtoad been com-
pelled to Qome to the di^pen'-'ary to receive
m d cal aid ; but a place has always been
provided at Fell's-Point, to which they
might repair. And since the existence of
on, the number oi sick poor who
hive f nioyed its benefits, has been at least
equal to that oi any other district. These
benefits are still continued to the objects of
tie chanty residing among you. and an ad-
dition has tms year been made to the salaiy
of the physician ; so thai tUe stated expen-

480 dollars per an::um.
Such b. ing the cue and attention which
the managers have exercised towards youi
indigent' sick, they think themselves entitled
t call upon you for your contributions to
this excellent charity; and they are sorry to
say, that they have been, in general, far
short of what your numbers and wealth
gave them a just title to expect. When the
institution v. as first established, your sub-
si ripiions weie respectable ; and two years
since, they amounted to 200 dollars ; but
in no other year have they exceeded fifty.
This is such a deficiency as they trust you
will not justify ; and they hope that they
need not apply to you any stimulus to in-
duce you to make greater exertions. These
they are persuaded you will be ready to
make ; especially when you consider, that
the extent of the benefit which they mny
be able to afford, tpust depend upon the
funds with which they may be invested ;
and that a continued neglect on your 'part
to contribute, may oblige them to recom-
mend to the contributors to lessen the num-
ber of physicians, and to recjuiie the sick
poor within the limits of the timd district,
who are able to go abroad, to come to the
dispensary lor medical aid.
