A letter was yesterday received from Bos- ton, mentioning the arrival t'f the brig Pe- regrine from Gottenburg, from whence she sailed the 13th of September, and it is said brings official accounts of the surrender of Copenhagen to the English on the 7th September. Extract, of a letter from an American captain at Gottenburgh, to his civners in this city, dated Sept. 12. " I have just time to inform you, that Copenhagen surrendered to the English on the 7th instant afrer a brave resistance—Six hundred lmuses in the city are reduced to ashes. SIR, M In answer to your letter of the 2d instant in which you ask for such information as may be in possession ot the navy department, and which may be deemed material by me, " relatively to the estimate of the ex- pellees incurred by the navy department, since the 22d June, 1807," I have the ho- nor to state, that under existing circum. stances, it was deemed sound policy and good economy to procure in season a sup- ply of those articles which, in the event of war, could not be procured without difficul- ty, and then at very advanced prices. OF. the article salt-petre, it was early determin- ed to lay in a large supply, as we had none on hand, and but a scanty supply of powde.r. We have consequently purchased all that has been offered for sale -at a reasonable price. For that stated in the est'inate, we have given different prices, the lowest of which h;,s been 16, the highest 18 ctms per lb. For powder, cannon, cannon ball, copper, canvass and cordage, we have con- tracted at the ordinary market prices. The president further determined tp pre- pare all our gun-boats for actual service, and to inciease the marine corps l'iom 500 non-commibsioiied officers, musicians and privates, (the number estimated, for the ser- vice of the year 1807 ) to 1044, the num- ber authorised by law. Hence the expences incurred, as stated in the estimate, for aiming, manning and provisioning our ves- sels, and for cloathmgand pay, 5rc. of the marine corps. On reviewing the estimate, which From necessity was hastily prepared, I disco- ver one item which sh< uld not have been included, I mean 640001b. cf sheet iron, stated under the head of repahs of v arnountingtog90i2 12. This item having been returned in the general statements, of contracts and pmchases, made by the navy agents since the 2ad June last, in pursu- ance of a circular adressed to them, -w.^s taken from th.se general statements and in- troduced into the estimate without the ob- ject for which it was intended having been, adverted to. Upon examination I find that it was purchased under the appropriation law of the 7th January, 1807, and is in- tended to be used not in repairing vessels, but in rooting buildings at the navy yatd. This item having been thus already provid- ed for bylaw, need not be included in the appropriation now to be made. Dedncted from the estimate for repairs of; vessels, it reduces that item from 151,896 73 to 142, 884 '61, and consequently the whole a- mount of the estimate will be 677,064 47, dollars, instead of 686,76 59, as first stat- ed; I have the honor to be, Respectfully, sir, Your most obedient, R.
