under consideration. After a deb.tte of about
an hour, the question was taken on the
amendment, and it was lost.
¦. debate of considerable length then took
place on the original repoit of the com mi ttee of
elections 1 but such has been the length of this
discussion, and such the great conslitutiona
question involved in it, that it would be
iinpos ible to give a faithful outline even of
the principal argument used on the occasions.
The speeches themselves will be published
in a few days.
Mr. J. Clay, after some few observations,
offered an amendment, the purport of which
was, that as the constitution of the U. S had
defined the qualifications of a representative,
neither the legislature of any (state, nor the
congress of the II. S. had a right to alter
them i that the laws of Maryland, requiring
a residence in a particular district, was un-
constitutional, and of course null and void ;
and, that therefore Wm. Mac Creery waa
entitled to a seat in the house according to
the constitution.
Before the question was taken on Mr.
Clay's amendment, a motion was made and
carried, that the committee of the whole
rise, report progress, and ask leave to sit
again ; and then the house adjourned, (about
half past three o'clock.)
The following are the resolutions offered
by mr.J. Clay on Monday, referred to in
my letter ol that day.
Resolved, That the Secretary of war be

dise and supplies made on behalf of the U.

Mr. Lyon on offiering this resolution ob-
served t.at.he had understood that Mr.
Er Kiue, the British minister, . had recently
transferred stock p >sses,«4--t>y his tat her to a

said he considered this as a strong indicati-
on of hostility on the part of England to-
•Aards this country. He expressed the opi-
nion that Britain had in numerous instances
so infracted the treaty bet eenthe two coun-
tries that it could no longer be considered
obligatory on the United States, who con-
sequently p issesscd the moral neht of de-
clining, on her part, to re pect those stipula-
tions, whose observance might be injurious
to her. He said that he thought it became
the U. S. in the present state of affairs to
hold such pledges as she possessed against
the acts 1 if injustice Inch might be com-
mitted by Bntam, and that by adopting
this resolution, she would retain in her
hands the means of indemnity, in case such
acts should be committed; and if they should
n n no injury t. uid ensue from its adoption.
A universal sentiment was unreservedly
expr s.ed that such.a step at this time was
impi .per. Not a sinole member supported
the resolution ; but all censured Us impru-
dence. The general opinion was thai if per-
sisted ln.by the mover thadpors should be in-
stantly ipened, and the (esuluti-n rejected in
public. Mr. Lyon then withdrew the reso-
lution, and the galleries were opened under
the understanding that all secresy was at an
end.
The foregoing contains, we believe, a
faithful statement of the substance of the dis-
cussion, if sucl» indeed it can be called.—
More cannot be expected.
Mr. Macon, who was some time detained
by severe indisposition, has taken his seat
in the house.
IN SENATE,
On Monday the motion, made on the
28th of October, t refer that part of the
message of the president which relates to our
sea port towns and harbors, &c. was agreed
to, and a committee appointed consisting
of Messrs.?Miichili, Adams, Surnpter, Mil-
ledge and Rob'tn.-on.
On Tuesday the bill making further ap-
propriations for ihe support of the navy, &c.
was ordered to a third reading without a di-
vision.
