' Th* Star—a Lenion faff®. . It may not be amiss to observe says the 'ft _Jevr-Yo"rk Gazette, that this paper, has been uniformly opposed to ._menca ; and ever since (He affair of the Chesapeake, has breathed hostility on all ou> .'em indu tor sa- * tisfnetion ; white other English prints have adv cated the cause of the American go- vernment. It was from the star we copied the late 4 J alarming news relative to the pro pect of a ¦f/? fa lure of our negociations with/that ¦ coiin- -—*-----try—and it is from this paper of the 28th of September,' v e copy the following re- marks of the late interdict of the Dutch government. " Bonaparte's sytem for sometime, has been to rmpl-.y every means in his power to exclude a Wirelj ftOM the continent of Enrotn , and tie has now got all the differ- ent Stales so completely under his control thai no choice seesis to be left to this coun- try but to fi^ht him with his own weapons, and destroy at once every vestige of a sys- tem cf neutrality- " Such we understand to be the detei> mination which our government has now revived on. For some lime past the pro- n afforded to neutral flags'has been of Service only to Fiance—-in point ef fact no neutrality has been permitted, but what was for her own benefit—nay, so inveterate has been the spirit with which Napoleon', de- cree of blockade hasheen inforced, that e- ¦ ven neutral vessels which have been captur- ed and broil!-ht into British ports and after- wards released and permitted to prosecute their voyages, have been seised and con- demned or. entering ?i French port—for hav- ing been in an English harbor on their -voy- age ! ' On this point we have a fact to state ¦which will strike many of oui readers with surprise. Several American vessels (some of which we could name were it necessary) have been seized in French ports under the ab ve mentioned circumstances ; but the American government have employed no bullying—no threats—nor any intemperate lanpirige siniilai to that with which their journals have been filled against this coun- try. This conduct requires no comment on our part—it requires action, vigour, and in- ference io the spirit of those ma- Fitune .a«'i by which the Commerce of Na- fci 11s usee formerly to be governed in times of war—but extended in its principle to meet and counteract the machinations of an enemy, '.-hose conduct is not circumscribed by any of those principles which > ere f r- nierly allowed to operate for the diminution of the mass of evils which are inseparable from times of hostility." CONGRESS. RQOSft OF REPRESENTATIVES. From our Cone-poiident. Washington, November 18. P ''its day. Mr. Murntbrdj pi e*ted\ a petition from sundry mere! nits Of new-York which was 1 to the committee 01° commerce and i / „ orinufectures. \ Mr. Q-uincy observed that it would bi> re- > Elected by the house that, the President 0+' the L'ni' In hi? m< ssairo of the e.i'u Oct. ber last, had expres.dy referred to a certain proclamation fafei'dicting ourw.iters nt commi.teeoi the whole, according to the order of the day, on the repoit of the committee of elections on the memorial of 30SHUA B.vRo.'EY ; the a- meridiiient offered by Mr. Bibb.on. Monday. under consideration. After a deb.tte of about an hour, the question was taken on the amendment, and it was lost. ¦. debate of considerable length then took place on the original repoit of the com mi ttee of elections 1 but such has been the length of this discussion, and such the great conslitutiona question involved in it, that it would be iinpos ible to give a faithful outline even of the principal argument used on the occasions. The speeches themselves will be published in a few days. Mr. J. Clay, after some few observations, offered an amendment, the purport of which was, that as the constitution of the U. S had defined the qualifications of a representative, neither the legislature of any (state, nor the congress of the II. S. had a right to alter them i that the laws of Maryland, requiring a residence in a particular district, was un- constitutional, and of course null and void ; and, that therefore Wm. Mac Creery waa entitled to a seat in the house according to the constitution. Before the question was taken on Mr. Clay's amendment, a motion was made and carried, that the committee of the whole rise, report progress, and ask leave to sit again ; and then the house adjourned, (about half past three o'clock.) The following are the resolutions offered by mr.J. Clay on Monday, referred to in my letter ol that day. Resolved, That the Secretary of war be directed to lay before this House an ace unt or estimate of the purchases of merchan- dise and supplies made on behalf of the U. States by the superintendant of Indian trade, b-v the purveyor of public supplies, and by the military agents in the different districts, - throe years ending the 30th day of I a i. specifying, as far as may be practices: the amount purchased, for what ,,. place, and by what ornc; thet mrlunvnts, com- | 7 ¦.' h officers. . navy be do - l"e an ac- ¦ ¦' ¦ .. ; < bases of 6 on behalf in tiie last, specifying, as far as may be practica- ble, the am iiirit purcfhised m eafeh year, at what p rt and by what agent, ti the. emoluments, commissions or salaries al- lowed to such aj/ent, Toe firtiowiag is the resolution offered y,-' 1,1 ¦ v .0 byon withclo ed doors. B.esol'ue.% That provisi h ought to be made by law, forbidding" all transfers of rights of action, and of all monies md other property either real or personal to or by any subject of the crown of Great-Bri- tain, k also loffeidding any citizen or resi- dent in the U. S. paying any debt or de- mand to any such subject Mr. Lyon on offiering this resolution ob- served t.at.he had understood that Mr. Er Kiue, the British minister, . had recently transferred stock p >sses,«4--t>y his tat her to a large amount m the Amei lhan funds. He said he considered this as a strong indicati- on of hostility on the part of England to- •Aards this country. He expressed the opi- nion that Britain had in numerous instances so infracted the treaty bet eenthe two coun- tries that it could no longer be considered obligatory on the United States, who con- sequently p issesscd the moral neht of de- clining, on her part, to re pect those stipula- tions, whose observance might be injurious to her. He said that he thought it became the U. S. in the present state of affairs to hold such pledges as she possessed against the acts 1 if injustice Inch might be com- mitted by Bntam, and that by adopting this resolution, she would retain in her hands the means of indemnity, in case such acts should be committed; and if they should n n no injury t. uid ensue from its adoption. A universal sentiment was unreservedly expr s.ed that such.a step at this time was impi .per. Not a sinole member supported the resolution ; but all censured Us impru- dence. The general opinion was thai if per- sisted ln.by the mover thadpors should be in- stantly ipened, and the (esuluti-n rejected in public. Mr. Lyon then withdrew the reso- lution, and the galleries were opened under the understanding that all secresy was at an end. The foregoing contains, we believe, a faithful statement of the substance of the dis- cussion, if sucl» indeed it can be called.— More cannot be expected. Mr. Macon, who was some time detained by severe indisposition, has taken his seat in the house. IN SENATE, On Monday the motion, made on the 28th of October, t refer that part of the message of the president which relates to our sea port towns and harbors, &c. was agreed to, and a committee appointed consisting of Messrs.?Miichili, Adams, Surnpter, Mil- ledge and Rob'tn.-on. On Tuesday the bill making further ap- propriations for ihe support of the navy, &c. was ordered to a third reading without a di- vision. BRIGADE NOTICE.
