peace of the commorkvcalth. r_Teley;vap.>e.] At the late meeting at the Pai compiled of democrats without alloy, one of .vliom was this san.e Colonel Lowry, -,\ ¦• find llifV resolved—¦¦ Tha. the conduct of Certain Civil Officers, hi the dry of iialti- istore, in Calli-'ii; s»n the military to supp an ipprrhended riiit, is an example d«ng< .' I.,' lie rights u:id liu-.-cti>.-s of the people* "they can only view the conduct of , sucu im-n as .01 assu fpowet hostile ¦ to our constitution ; intended to suppress the public sentiment ; ana that they deserve ] the just reprehension • f Freerp^n.*. ! 1 wuuld now tsk, if a colonel of a regi- >. has a right to cause hi, troops to pa- ;,.- the city, to guard against apprehended injury ; or to gi»a any ordeis of a military nature to his regiment, not! injurious to the ,ccr of the coniti''.:m*vi-aUh, even without the permission of the civil authority can ic possibly be supported that there would be zny bnpropriety in a lirigadief-General h;;u- : orders of a military nature to his brigade, I the express purpose of preserving the peace cf the commonwealth and that too H jtii the pe''mission of the civil authority ? And if ¦ Brigadier so doing, at the request of the civil authority, sets an example dan- gerous to the rights and liberties of the people, and assumes power bo-tile to our r.onstitAitiop, which deserves the just repre- hension of freemen- 1 would ask, how ought to be considered the aforesaid conduct of the colonel? Or are we to suppose that greater danger is to he apprehended for out liberties when military orders are issued with the approbation of the civil authority, by liiiga- dier General Strieker, a native Aineiican, iud an old and meritorious revolutionary officer, than when, without consulting the civil authority, they are issued by colonel William Lowry ! A CiU%en of Baltimore. No Embargo in England. A gentleman who came passenger in the Western Trader, informs, that they receiv- ed no information of an embargo, from the boarding officer of the British frigate. In addition to this our former advices from Plymouth, were down to the 7th October, at which time nothing of this nature was spoken o£ or expected. \JPhil, G<»ss.J* The house then went into a committee on the bill allowing additi -ii.il compensati- on to the secretaries of the Indiana, Mis- sissippi, Louisiana and Michigan territories. One or two amendments were made, in which the house concurred, an»! the bill was1 ordered to be read a third time on Mon- day next" Mr. Williams moved, that when the noose adjom, they adjourn to Monday next. Mr. Crowninshicld said, he hoped the h )USe would not adjourn till Monday. It was just announced in the papers, that, dis- patches had been received from our minislo s in L -ndou : they might not be of a very j recent date, but they might be of importance, as we had been so lone without hearing from : them. In what situation should we he (he • asked) should the President in the mean time receive those dispatches and wish to lay them before the house ? He hoped the house would not lose two days in the week, when we were perhaps on the eve of a war. Mr. Williams's motion was lost. And then the house adjourned (afew minutes after one o'clock. For the FEDH8SAX G ZETTE. I counsel the Pantheon witness, w' o pub- lished in yesterday evening's Poet, to con suit counsel or what the redoubtable editor of the Whig deems the ' best counsel " his friends, before he ventures to den) what I am told he has acknowledged in the pre- sence of two gentlemen It Seems the wit- ness requires an indulgence of time to make out his • correct statement." I should iurraginethat a man of his wit aria contrivance could tell a plain tale in a ¦ ery few words. Perhaps he meant to write a book. 1 counsel him against that for in the meantime pub lie opinion which he seems so ambitious to control, and which an invitation wearing the complexion of yesterday evening's can- not suspend will become more firmly root ed against him, and the eyes of the com •mittee perchance may be opened, and be enabled the better to estimate the informa- tion given by the witness. Information did I say ! I beg the witness' pardon. The dread of being called a foul informer, was the great difficulty which prevented him in the first instance from having forced from him, " voluntary evi- d. ace." Surely this witness of such punc- tilious and scrupulously nice delicacy and ho.-.or, would not voluntardy render himself present before the committee to inform against the jti'lge. In extenuation of this big blunder, it is rumored that some cr;;fty etnanuensis stold a copy of a summons from " Irvin's entries." which is exhibited for his justification, being served upon him by a committee constable. The witness is again earnestly counselled not to delay his statement, nor consume jiiuoh of his very valuable and precious time in preparing it. There are many reasons why he should be expeditious. His " b'nk" •will find dull sale alier the occasion passes by, and the prevailing curiosity subsides. His good name, fame and reputation may Suffer in the interim. And above all, morali- ty and the christian religion too must sustain ;\n " heavy inconvenience." But for the banks " being crouded with immoral officers and scoffers at Christianity," the Bible would this clay have been " explained by question and answer," new Ii^ht thrown upon dark ness, and the perplexiiig and inexplicable intricacies of holy writ made familiar to the meanest understanding, by an humble son of St. Patrick. A rumor has this moment floated to my ear, that the committee have determined to forsake their faithful witness, and after tak- ing a co ^^^^^w^^^t„ ;„,, rv fresh inquiry _¦,_ .______ They must indeed be blind to retiring mo desty and merit, if they desert a witness Stick to him Communication. Died on Monday, the 16:h instant, at the seatof Mr. Hectoi Scott, GreewiCh, N. York, Mrs. ELEOMORA KEENE, wifeof Richard Ray hall Keene, esq. of N-w Orleans, and daughter of L'vher Martin, esq. of" this place. She. arrived there in bad health sometime in July last, but was thought to be perfectly restored, and was waiting in daily expectation the arrival of her husband to come to this city, when at three o'clock, on the morning of Monday la^t, she was attacked so severely, that notwithstanding every medical aid. she did not survive three o'clock in the afternoon. Mrs. Keene was born on the eighth day of October, in the year 780. Tho'young, yet she was one of the most accomplished of her sex, and promised, had she lived, to have been one of its brightest ornaments Those who had the pleasure of her corre- spondence, will ever remember the strength of judgment, correctness of sentiment, and energy as well as elegance of diction dis- played by her. So premature and unexpected a loss, has indeed deeply wounded the domestic hap- piness of her relatives in this state and in the state of New-York, and will be long lamented by her numerous and respectable frierds in New-Orleans. She has left one child, a fine Boy, little more than four years old. Sheriff's Sale.
