The resolution was referred to a select committee for the purpose of bringing in a bill. The principal objections to this resolution were, that there was no certainty of this invention being still a secret, orthat it would hereafter remain so ; that even if it were, it would be of li'tlo use, as it might be disco- vered, and as there were other and better methods of secret communication ; and that the house were voting away the public mo- ney, without knowing for what purpose.. — O i he other hand it was argued, that the house might be satisfied as to the composition being yet a secret, and that they might, de- mand security for its being kept so ; that the use of it had been of great service to Gen.
