The honse then took up the bill extend- ing the right of suffrage in the Mississippi Territory, and for other purposes, a debate of some length took place ; occasioned by the amendment offered by Mr. Bibb, pro- viding that the law shall not take effect without the approbation of the state of Georgia. This debate took up nearly the whole of the day. The speeches of Mr. Sloan and Mr. Lyon occasioned great mirth in the house ; they were in answer-to Mr. Gardinier, who contended that it jvas not always good policy to extend the elective franchise to men who possessed no interest in the soil, which doctrine also gave ri e to some severe remarks from Mr. Poindex- tsr and Mr. Smihe.
