He had no intention of drawing on the treasu-
ry for six millions of dollars; his idea was,
tliat an appropriation, and he hoped a liberal
one, would be made toni>..rds arming the mili
tia ; and that atthe same time the nation should
pledge itself to put arms into the hands of
every man capable of bearing them. He be-
lieved, that all the laws for regulating the mi-
litia were futile, until arms were procured ;
it was of no use to pass such laws, as long as
ineu mustered with walking canes. Never-
theless, he thought that unless our militia laws
were altered, they would, when the militia
•was called into service, be nugatory. He would
venture to say, that it the same rules were
put in practice over freemen, as were adopted
over the hirelings of despots, they would oc-
casion discontent, and perhaps mutiny.
Mr. Chandler moved to amend the amend-
ment, by addhig the words " when called into
actual service," that the resolution would then
read, " Resolved, that provisions ought to be
made by law for arming the one hundred thou
sand militia required by the lavi of Feb. 1807,
and the thirty thousand volunteers required by tbc
law of 1807, when called into actual suvice-"

ment; and Messrs. Loyd, Nelson, Randolph,
Macon, Rhea, and Newton, against them ;

Medical Faculty of this city, at Dr Davidge'9,
it wa» unanimously resolved, that, in conse-
quence of the late interruption of the Lectures
on Anatomy and Surgery, and the very gene.

Many circumstances concur to invite to tlie
above measure : Baltimore is rising by its
commerce,to a rank among the first cities ol the
union, is the onlv elig-ible and in every respect
suitable spot south of Philadelphia, oil which
a Medical College can be established ; is flour-
ishing in riches, opening a field to manufac-
tures ; and is, we hope, assuming to itself, by
its gen rous and enlightened views, the repu-
tation of being a nursery for the arts, the
sciences, and the liberal professions.
At this moment a bill to organ ze a medical
College is before the General Assembly of
the state ; and the liberality of our citizens
will not, in our opinion, wait to receive an
example so indicative of a polished condition
of society, from the state, in an establishment
from which such immediate advantage will
result to tur municipal community. It would
rather suggest the example.
