Everting at Plymouth, and immediately
hoisted his Rag on board the London, of 93

Bis Majesty is expected in town, this day
to hold a private Levee at Privy Council at
the Ciueen's Palace.
At two o'clock, yesterday afternoon, a
Cabinet Council assembled at the IToregin
Olfice. Their deliberations lasted until half
after four. The members present were—the
lord chancellor", earls Westmoreland & Cam
den, lords Hawkesbuiy and Mulgrave, and
the chancellor, of the Exchequer. Earl lia-
tliurst was admitted to the conference ; from
which it may be drawn, that it related to
the rumored project of a general blockade,
as the noble lord is at the Head of the board
oftral-. After .the council broke up, Mr:
Wilbe.'force had an audience of the cabinet
rr.i rasters.
Mr. G. H Hose, who is charged with a
particular mission to the government of the
United States, sailed on Monday, (the 9th)
from Lymingnow, in the Statyra frigate, for
the Chesapeake.

Washington, December 15.
Proceedings this day.
Mr. Milner moved that the memorial
from the merchants and traders of the city
of Philadelphia, (presented a few weeks a-
go) be referred to the committee of the
whole to whom was yesterday referred, the
memorial of the merchants of Boston (pre-
sented yesterday) on the same subject. He
also called for the ayes and noes on this mo-
tion.
The nv>ti"n,was opposed by Mr. Lyon
and Mf. Chandler, and supported Mr. Up-
ham and Mr. Chittenden.
Mr. Gaidenier moved that the previous
question be taken (viz: 'shall the main
question be noiu put ?'.') HjLi
Mr. Milner called for the ayes and noes on
this motion also. They were taken, and
Mr.G's motion was carried, ayes64, noes 52.
Seme conversation took place whether
liiis decision precluded any furtherdebateon
the original motion. The speaker declared
that it did, Mr. Randolph appealed from
this decision, and called for the ayes &c noes,
which were about to be taken (after some
discussion) when Mr. Pitkin moved that the
decision of the question be postponed until
to-morrow.
Mr. Randolph called for the ayes and noes
on this motion. They were taken, and the
motion was lost, ayes 48, noes 69.
The question was then taken by ayes and
noes, on the correctness of the speaker's de-
cision ; and there ¦. ere .against it, 106—for
it 14 ; so it was decided to be incorrect, and
that debate could be had in the house after
the previous question was taken.
The original m tion was therefore before
the house, viz : the reference of the memo-
rial as above mentioned. Mr. Eiy spoke in
favour of the motion.
Mr. Blount moved that the further consi-
deration of the motion be postponed till next
Monday week
Mi. Milner opposed this motion & urged
that ol referring the memorial. He said that
tiie merchants of Philadelphia had at piesent
nearly eight raillionsoi dollars worth of pro-
perty afl iat in the India trade, a great part
of which would probably be implicated un-
der the operation of the non importation
law as it now stood ; and he hoped the
house would not suffer these merchants to
incur so great a loss.
Mr. Girdenier and Mr. Dana also spoke
against Mr. Blount's motion, and in favor of
referring the petition ; and Mr. Sawyer and
Fisk, and others, against referring it.
Mr. Milner called for the ayes and noes on
the motion tor postponement.
They were ordered to be taken. Mr. Kel-
ly spoke in favor of referring the mem rial ;
