But may not the embargo bring on war
from some of the nations affected by it !
Certainly not; if war be not predetermined
on against us. Being a measure of peace
and precaution 5 being universal, and there-
fore impartial ; extending in reality as well
as ostensibly to all nations, there is not a
shadow of pretext to make it a cause of war.
War, therefore, let it he repeated, cannot be
the result ; unle-s it be in pursuance of a
predetermined plan of hostility against this
country.
Will it not be an impediment to amicable '
negotiations with nations with which we '
have unsettled differences ? Not more than
tiny other precaution ; not more certainly
than military preparations, with which de-
pending negotiations are frequently accom-
panied, and sometimes professedly armed.
The policy of President Washington sent
Mr. Jay into nef^oeiatinn, with an embargo
5n his hand. Would the treaty he made
h;',ve been the worse, if the embargo had not
b< ¦•:'. rescinded ?
Mi^ht not the embargo have been betler
tnodified ? Might not, particularly, the ves-
sels of (he several foreign nations have been
•allowed to c?rry on trade from our ports ?
The plausibility of sash an exception va-
jT-hes at once, when tested by its inevitable
and inadmissible consequence^.
I. It wmld have given so decided and
exclusive an advantage to one of the belli-
gerent parties, that it would have been diffi-
cult to justify it to the others. Great-Bri-
tain having the command of the sea and the
means of conveyance, v ould have supplied
her wants whilst her enemies having nei-
ther, world be left destitute.
1. Having the monopoly of our market,
her agents would obtain supplies at half their
v.tlue.
3. The competition to sell to them,
would have m.'de every purchase a
and consequently a s.iurce of dreadful

4. Our mariners thrown cut of employ-
ment, would have been easily inticed into
foreign service, never probably *" be regain
td. Our slops might probably be bought

go without altogether ; and to crown the

more than a very scanty market for our
produce, have given her the greatest possi-
ble interest in persevering in those regula-
tions, and prolonging that state of things,
which forms the pii3eul afflicting crisi-, to
this country.
The embargo then is the best expedient in
its best form. It has been recommended by
the president, who has tne best means of
knowing the policy of foreign governments,
and it lias been adopted by congress, who
are alone able to provide m such cases for
the security of the public rights and inte-
rests : adopted almost unanimously by the
senate, and by as large a majority in the
house of representatives as 1= to be expected
in any case, where an honest difference of
opinion may be added to the habitual oppo-
sition of party spirit
All that remains then fcr a people con-
fiding in their government is to rally round
the measure which that government has a-
doptecl for their good, and to secure its just
effect, by patiently and proudly submitting
to every inconvenience which such a mea-
sure nccessarity carries withjit.
Insurances in England —We noticed this
imp: rtant snbject some lime since, and we
think adduced very satisfactory authority,
proving that such insurances, could not be
recovered during the existence of -war. We
have endeavored to inform ourselves, as to
what .' onld be the fate of those insurances
after peace should be rest >red, and .it he
Iieve under certain circumstances they could
not be recovered. If the property is captur
ed, and condemned in an admiralty court of
G. B. recovery would not be had after peace
as the ground of condemnation, would be
•I as having belonged to his majesty's ene-
mies." And by act of parliament all insu-
rances upon the property of an enemy are
declared void. The act dors not define -• he-
Iher the property was enemies at the time of
making the insurance, or became so aftcr-
•wards. The sentence of the admiralty
court, as to the property, would be conclu-
sive with the court of law, who would
hear no evidence to disprove or explain the
judgment of the admiralty court.

Proceedings this day.
Mr. G. W. Campbell, from the commit-
tee of ways and means, presented " A bill
making appropriations for the support of go-
vernment during the year 1808," which was
made the order of the day for Friday.
Mr. Porter submitted the following reso-
lution, which was agreed to : " Resolved,
That a committee be appointed to inquire
whether any, and, if any, what alterations
are necessary in the r.ct for the relief of per-
sons imprisoned for debt, passed the 6th. of
January, 1800."
Mr. Holmes, from the committee of
claims, presented a report on the memorial
of Peter Landais, concluding as follows :—
" Resolved, That Peter Landais have leave
to withdraw his memorial, and the papers
accompanying the same," Ordered to lie
er. the table.
?Ir. Gray, from a select committee, pre-
sented "A bill amending ordinance'for the
government ofne No»th Western Te£riiory,
passed on the 3d of Julv. 1787," which
was referred to a committee ot the whole on
Monday.
The house resolved itself into a commit-
tee of the whole on the report of the com-
mittee of elections, on the memorial of
JOSHUA BARNEY. [Tins report con-
cludes as follows : " Resolved, That Willi-
am MaeCree-y. havingthe 'greatest number
of votes, and Leing duly qualified agreeably
to the Constitution of the U. States, is enti-
tled to his seat in this house."]] Mr. L >ve

Messrs. Goldsb 'rough, Key, R. Nelson,
Alston, G. VV. Campbell and Smilie, opp s-
ed this motion ; and Messrs. L 've. Upham,

Mr. Marion moved to amend the res^ lu-
tion, so as to read, " Resolved. That Wm.
MacGeery is entitled t his scat in this
honse." Considerable debate arose on this
moti< n, but it was agreed to. The com-
mittee then rose & rep utcd their agreement
to the resolution as amended. The house
immediately took up the report of the com-
mittee of the whole : and. nf«er some de-
bate, the question was taken by ayes and
noes, on agreeing to the amendment made
in committee of the whole, & it was agreed
to, ayes 70 noes 37.
Mr. Randolph then moved to amend the
resolution so as to read, -'Resolved. That
Win. MacCreery, not bein^ qualified agree
ably to the law of Maryland, is not entitled
to a seat in this house." He also called for
the ayes and noes on this motion.
The Speaker declared that this motion
was not in order.
Mr. Randolph then moved to amend the
resolution so as to read, " Res lved, That
Wro. MacCreery, bein^ duly qualified by
the law of Maryland, is entitled to his scat
in this honse."
The Speaker declared that this motion
als' was out of order.
Mr. Randolph then moved to amend the
resolution so as to read, " Resolved, That
Wm. MacCreery, having the qualifications
prescribed by the laws of Maryland, is en-
titled to his seat in this house." lis called

gainst the motion himself, but he wished to

Mr. Rowan moved to amend the amend-
ment, by Inserting after the word " Mary-
land " the words " and the Constitution of
the United States."
The Speaker said, that as these words had

motion was not in order.
