WASHINGTON, December 28.
We have had the pleasure of conversing
, with a respectable and intelligent gentleman
just arrived from Detroit. He states that
the prevailing opinion at the British settle
ments in that neighborhood, is, that there
will be a war between this country am! Gr,"
Britain. In corroboration of this opinion
he states that there are now at Fort \m-
herstburg, a British post about eighteen
miles from Detroit, at least 2,000 Indians,
almost exclusively warriors. That they are
all armed, and supported at the expence of
the British, and wi b great liberality ; and
their arms, are guns, rifles and tomahawks ;
i and that since August there has been con-
stantly theie between two and three thou-
sand In ca^e ot war it is expected that;
under the auspices of the British, a general
massacre? will take place, for which they
are held in readiness, and from which none
but those within the fort can expect to es-
; cane. Should such la nefarious measure be
resorted to, our countrymen ran} rest assu-
red that a dreadful vengeance will betaken

ment, that the Biitish Pocket sailed from
New-York ten days earlier than she had in-
tended. There exists no doubt with re-
ef building a masonic hall in the city of SpPCt to the cause of this sudden flight ; the
Baltimore, was read the second time and British minister, on being notified of the
passed.
The house proceeded to the second read-
ing of the additional supplement to the act
to ascertain the allowance of jurymen and
witnesses, &c. and after amending the
srame, the question was put. shall the said
bill pass ? Resolved in the affirmative.
On motion, the question was put, That
the report on the petition of Rinaldo John-

Embargo, must have been peculiarly anxious
to inform his government of so important an
event; but whether he considers it hostile,
we cannot presurbe to know. We could
wish that Mr. ROSE bad arrived a fe ,
days sooner. It is said this Special Envoy
has now arrived (in the Statira frigate) at
Norfolk.
A letter from a senator of the T7. States,
of which we have had the perusal, says that
the letters of Champsgny and Mr. Arm-
strong, alluded to in the President's message,
as confidential, relate solely to explanations
on Bonaparte's blockading decree. [Rclf.]

In our last week's Journal, we expressed
the hope we confidently entertained, that it
would be in ovrr power to congratulate the
friends of the consthutiwi, in the legislature of
Pennsylvania, on the election of Mr. Tho-
mas P. Cope, as a representative from the ci-
ty of Philadelphia* That h and it will
serve to remind them, that although, if di-
vided, use of iepreseutatives of the U. S.
Mr. Crowninshield offered the following
resolutions:
1. Resolved, that the committee of com-
merce and manufactures he instructed to in
quire into the expediency of alio ving a fur-
ther time for obtaining the benefit of
DRAWBACK on goods, wares and mer-
chandize exported from tha U. S. than is
at present allowed by law , and that they
have leave to report by bill or otnerwise.
2. Removed, that the committee of com-
merce and manufactures be instructed to in-
quire into the expediency of amending th«
act laying an EMBARGO en vessels in
the ports ot the U. S. so as to impose a
more effectual restraint on the departure of
tho-e vessels and on the exportation of goods
from the U. S. ; and that they have leave
to report by bill or otherwise.
Mr. Crowninshield observed, that with
respect to the first resolution, it would be
recollected] that twelve months after the
importation of foreign goods were now al
lowed to obtain the bentlit of drawback.
Suppose that there was now in the United
States, a great quantity of sugar, coffee and
pepper, which had been in the United
States nine months ; if this embargo should
continue six months (and it might cojiti
nue for a longer time) the holders of these
articles would nevertheless have to pay a
considerable drawback : To the second re-
solution, he said, that, by the law laying an
embargo, a vessel might clear out from Bos-
ton or any other port for New Orleans, and
slip (iff to the Weit-Lelies ; and shewoald
only be liable to the penalty of the law of
'94, which he believed was only Mve hun-
dred dollars. He thought, as wehad an em-
bargo, it ought to be effectual.
Mr. Dana observed, that the embargo
could not certainly continue a year, or even
•¦ix. months, without greatly injuring the
merchants of small capital, who had im-
ported goods on credit, under the idea of
receiving the drawback on exportation. He
had no objection, however, to go into the
inquiry prep -ned by the resolutions.

The house went inso committee of the
whole on the bill tor the relief of Anthony
Beaucharle, which was agmed to, and or-
dered to be read a mini time to-morrow.
The house went into committee of the
whole on the bill regulating giants of laud,
and providing for the disposal of lands of
the United Slates, south of the state of
Tennessee. Some amendments were made
to it, which were agreed to by the house,
and the bill was ordered to be read a third
time to-morrow.
The house went into committee of the
whole on the report of the committee of
commerce and manufactures on the petition
of Andrew Joseph Villard. The report con
eludes by a resolution, recommending that
the sum of one thousand dollars be given to
M. Villard for his invention and improve-
ment in the mode of mounting heavy bat-
tery cannon. The resolution was agreed to,
and referred to a select committee of three
members for the purpose of bringing in a
bill.
The house then adjourned.

quence of dispatches from the British mi-
nister.
