| CONSTITUTION OF THE UNITED STATES THE Constitution framed for the United States of America^ by a convention of deputies from the states of New-Hampshire, Massachusetts, Connects cut, New-Yorky New-Jersey, Pennsylvania, Dela- ware, Maryland', Virginia, North Carolina, South- Carolina, and Georgia, at a session began May 25f and ended September 17, 1787c WE, the people of the United States, in order to form a more perfect union, establish justice, en- sure domestic tranquillity, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our poste- rity, do ordain and establish this constitution for the United States of America* ARTICLE L SECTION I.
