| I *a ] SECTION VIII, The congress shall have power- I. To lay and collect taxes, duties, imports, and excises, to pay the debts and provide for the com- mon defence, and general welfare of the United States ; but all duties, imports and excises, shall be uniform throughout the United States. II. To borrow money on the credit of the Uni- ted States. III. To regulate commerce with foreign nations and among the several states, and with the Indian tribes. IV. To establish an uniform rale of naturaliza- tion ; and uniform laws on the subject of bankrupt- cies, throughout the United States. V. To coin money, to regulate the value there- of, and of foreign coin ; and fix the standard of weights and measures. VI* To provide for the punishment of counter- feiting the securities and current coin of the United States. VII. To establish post offices and post roads. VIII. To p omote the progress of science and useful arts, by securing, for limited times, to au- thors and inventors, the exclusive right of the res- pective writings and discoveries. IX. To constitute tribunals inferior to the su- preme court. X. To decline and punish piracies and felonies committed on the high seas, and offences against the law of nations. XI. To declare war ; grant letters of marque and Tepisal, and make rules concerning captures on tattd and water. XIJ. To raise and support armies. But no, ap- propriation of money for that use, shall be for* longer term than two jears0 |
