To each of these districts are assigned a com* xpanding officer of the army of the United States, and a competent staff. The following rules are prescribed with regard to militia drafts. 1st. All militia detachments in the service of the United States, must be made under the requisition of some officer of the United tates (regu ar y au^ thorised to make suchreqiusition) on the executive authority ofthe state, or ofthe territory from which the detachments shal be drawn. 2d.
