The Gun Carriages, Shot, Rammers, Sponges Gun tackle and everything appertaining to them will and must be paid for. General Armstrong told me they should be paid (and) therefore the claim ought not to be delayed one moment. I am of (the opinion) that the State with proper conduct on our part will pay (that) which the U States refuses to pay. I understand that the (examiner) offered payment for the Ammunition on the delivery of what remained in the possession of the Regiments to Colo. Waters. Why not ___ to that plan? my orders on Col. Waters in whose care the Ammunition would be, would draw out all that might be wanted in case we are again threatened. I have reason to believe that General Armstrong will take the remaining Boxes.
