The Gun Carriages, Shot, Rammers, Sponges Gun tackle and everything appertaining to them will and must be paid for. General Armstrong told me they should be paid (and) therefore the claim ought not to be delayed one moment. I am of (the opinion) that the State with proper conduct on our part will pay (that) which the U States refuses to pay.
