Harkins was also seen being shaved in a Negro Barber Shop on Druid Hill Avenue, near Orchard St., about a year ago by Officer Carroll, who was working the post at that time. I have no knowledge of him playing pool, since Jordan & Smith,c, closed up about two years ago at 709 Pennsylvania avenue. It was ordered that the order passed by the Board at its session June 12,1900, be amended so as to read, as follows:-That hereafter police officers will not be reported to the Board for their first offense against the rules of the Department, if said offense be only lateness for roll-call, going off or going on duty, and provided, also, that the said lateness does not extend beyond fifteen minutes. In all such first offense cases it will be the duty of the captain to caution the offender, and inform him that all subsequent delinquence on his part will be reported to the Board in the usual way.
