| OGC ;>J The vote upon the appointment of William M.Atkinson, a Defective, as above, was as follows:- President Upshur, Yea, Commissioner Morris, Yea, Commissioner Fowler, Yea. Transfers. It was ordered that the following transfers be made to take effect on and after October 6, 1902.- That Sergeant Timothy A.Broderick, S.W.District, be transferred from his present squad to that in charge of Sergeant William M.Atkinson. That Sergeant Daniel B.Buckley. S.W.District, be placed in charge of the squad now worked by Sergeant Timothy A.Broderick. Complaint Against Action of Officers of Eastern Dist. In matter of Arrest of W.W.Sheats, C.E.Twichell, And Hohn L.Gemp." In the matter of the complaint in connection with the arrest of W.W.Sheats, C.E.Twichell and John L.Gemp, Eastern District, on September 27,1902, as referred to in the proceedings of October 1,1902, an additional report was received from the Deputy Marshal transmitting a communication from J.W.Stoddard, Business Manager of the Baltimore American, as directed. Said report of the Deputy Marshal, together with all papers in the case filed as Exhibit No. 807. In this connection the Secretary was directed to write Mr. Stoddard and say in effect that the Board is of the opinion that Officer Cadden, under all the circumstances, did his duty in arresting the men and taking them to the Station-house; also, that Lieutenant Casey did his duty, if his statement is correct that he communicated with the American Office by telephone and received answer that the men in question were not in the employment of the Baltimore American; that whether the statement of Lieut. Casey is correct the Board has no means of knowing. If, however, Mr. Stoddard can establish the fact that the statement as made by Lieut. Casey is not true, then the Board must believe that Lieut. Casey was derilict in the matter. |
