| 39 by Mr. Louis Passano, 1161 Calvert Building, said complaint being that Officer Thomas McGrain, Northern District, had failed to protect him in his rights in a controversy between himself, (Passano), and a conductor of street car, between 6.15 and 6.30 P.M., October 13,1902, and that the said Officer said he would arrest Mr. Fassano if requested to do so by the conductor and motorman of the car. It was ordered that the said complaint be referred to the Marshal with instructions to investigate same, and obtain and submit with his report statements from the conductor and motor-man in question, Officer McGrain, and any others who may have knowledge of the circumstances to which Mr. Passano refers. Blotters in Station-houses. To Be Kept in Ink. A report was received from the Marshal transmitting with his concurrence a report as follows:- "Baltimore, Md., October 9th.,1902. Thomas F.Farnan, Marshal of Police. Sir:- I find upon inspection that the book, termed as the "Blotter", in use at the several station-houses for the purpose of entering the prisoners name, charge, etc., etc. , when brought or sent to the station under arrest, is made out in lead pencil at some of the stations while at others in ink. I would respectfully recommend that all stations be required to make their entries in ink, and in case a mistake is made in entering a case, not to make any erasures, but simply run a red ink line through the mistake. I suggest this, because in cases of habeas corpus proceedings this blotter is usually produced in Court as it contains the original entry, and in case of any erasures in the blotter this record would be thrown out by the Court. Very respectfully, JAMES MANNING, Deputy Marshal." The recommendation of the Deputy Marshal, as above, was approved and it was ordered that instructions be issued accordingly.
